American Airlines to ax newly reinstated Caracas-New York route

American Airlines announced it will ax its Caracas to New York route on April 4 due to low demand just over three months after reinstating it. The surprise move comes amid a years-long battle between American Airlines Group and the Venezuelan government in which the world's largest airline says it has not been able to repatriate revenue. In January, the Fort Worth-based company wrote off US$ 592 million which it said was stuck in Venezuela due to the government's failure to exchange it for hard currency. President Nicolas Maduro's cash-squeezed socialist government has said it is negotiating solutions. "We are suspending service on the JFK-Caracas route until market conditions improve," said Martha Pantin, a spokeswoman for the airline. "This suspension is due to demand not being strong enough to support this route." Since reinstating the flight in December, many seats have remained unfilled except around holiday periods. Many airlines have reduced routes in recent years saying they were collectively owed several billion dollars in revenue for tickets sold in the local bolivar currency. The flights are priced in U.S. dollars, which put them out of reach for many Venezuelans amid the national economic crisis. The airline continues to run two daily flights to Caracas from Miami. Venezuela military company to start servicing PDVSA soon

Deputy Defense Minister Alexander Hernandez said CAMIMPEG, a new company formed by Venezuela's military, will begin providing state oil producer PDVSA with services including drilling, logistics and security in less than a month. It will have a commercial relationship with PDVSA and work alongside foreign companies. Hernandez's comments came after speculation among investors and foreign oil partners that CAMIMPEG could be a means to shield assets from seizure in the event of a debt default. Level of major Venezuelan dam reaches collapse zone

Venezuela's National Electric Corporation (CORPOELEC) reported that the water level of major Guri dam has hit 248.02 meters above sea level, below the minimum level recorded in 2010 at that hydroelectric power station, located in Bolívar state, in southeastern Venezuela. The Guri dam has reached the so-called "collapse zone" -a level below 248 meters above sea level- three times in the past. Local gold production dropped 47.12% during 2015

According to the 2015 annual report from the Oil and Mining Ministry, national gold production contracted 47.12% last year, from 1055.5 kilos in 2014 to 558.1 kilos in 2015. Oil minister presents Venezuelan mining potential in Canada

Oil and Mining Minister Eulogio del Pino has urged Canadian investors to take part in developing mining reserves in Venezuela. He briefed members of the Prospectors and Developers Association of Canada (PDAC) on the nation’s potential in gold, coltan, copper, diamond, and bauxite. Venezuela's new dual FOREX rate launched

Venezuela's new dual foreign exchange system, with one rate fixed at 10 bolivars to the dollar and another "floating" at a starting rate of 206 bolivars, is now coming into operation, according to the vice president for economy. Miguel Perez has reiterated that the socialist government is "religiously" honoring foreign debt payments and did not have solvency problems despite the current "economic emergency." Venezuela last month made a US$ 1.5 billion debt payment, but investors are fretting as to whether it will be able to pay state oil company PDVSA's heavier obligations later in the year. "Venezuela does not have a solvency problem," Perez said. "We have a cash-flow problem." The official said details of the new foreign exchange mechanism would be published today, meaning the system should come into being from now. The 10 bolivar rate at the newly-named DIPRO system would be used for priority food and medicine sectors, Perez said. Most economists call the new exchange system more of the same failed policies

  • Pedro Palma, former President of the National Economic Council, says: “These announcements are more of the same. Exchange controls remain untouched…This all will have a large inflationary impact, and I doubt they will allow really free fluctuation. The black market rate will not disappear.”
  • Alejandro Grisanti, of BARCLAYS, says “I unfortunately see no change in the announcement by Pérez Abad. The step repeats previous forex rules with a different name and does not deal with the main economic problem, which is the black market rate”. He believes it illogical for PDVSA to deliver FOREX to the Central Bank at the SIMADI rate (VEB 206.92/US$1) and for the bank to reallocate them at VEB 10/US$1.
  • Luis Vicente León, of DATANÁLISIS, says “There are no surprises in the exchange announcements. Neither is there any change as to what has not worked to date….it goes from an absurd 6.3 rate to another absurd rate of 10 for basic goods, which will be allocated on a discretionary basis….to allocate foreign exchange at 10 or 200 is an economic crime that simply favors manipulators, no matter their political inclination
  • Juan Pablo Olalquiaga, president of the National Industry Federation (CONINDUSTRIA) says: “there will be no great change because the issue is the volume of FOREX, and apparently there isn’t any, unless they have enough or get an international loan”. He adds that “they will not bring a change to the economy”.
  • Leonardo Buniak, of Planificación Estratégica, says the underlying problem is: “How much FOREX does Central Bank have to support the fluctuating rate?
  • Arístides Maza Tirado, President of Venezuela’s Banking Association, says “this new stage of a dual exchange is a start in the right direction” which will lead to “a single rate, which is what the country needs.

Oil and Mining Minister Eulogio Del Pino says Venezuelan and Chinese authorities are analyzing adjustments to the multibillion-dollar financing arrangement, where the nation repays China by delivering oil. Venezuelans will pay 1500% more for FOREX to travel abroad

Miguel Pérez Abad, Vice President for Productive Economics said the new exchange rate to be applied to Venezuelans trying to purchase FOREX for travel abroad will be 1500% more than it is now. It will go from VEB 13/US$1 to around VEB 200/US$1. The government will continue subsidizing foreign travel, but much less than it has been doing. Rigid procedures will remain in place and Pérez Abad did not specify how much each traveler would be allocated. Hedge fund plows half its money into Venezuela bond and wins big

When Carmelo Haddad and Francisco Ghersi invested half their hedge fund’s money into a soon-to-mature Venezuela bond in mid-January, only two outcomes were possible: the trade could go horribly wrong or it could pay off fabulously. After all, the odds that Venezuela would make the Feb. 26 payment were far from good. Racked by political turmoil, the economy was on the brink of collapse as slumping oil prices deprived the government of much-needed income. At the time, traders put the chance Venezuela would default in the next 12 months at 80% -- by far the highest probability in the world. Venezuela went on to make the US$ 1.5 billion payment, handing the founders of Knossos Asset Management a return of 12% in just 45 days -- or an excess of 150% on an annualized basis. Venezuela lawmakers call for recall vote, renewed protests

Venezuelan opposition parties united to call for a referendum to oust President Nicolas Maduro and renewed protests starting this Saturday to get him to leave office before his term ends in 2019. Lawmakers, led by Jesus “Chuo” Torrealba, outlined a three-pronged campaign to seek to shorten term limits through a constitutional amendment, launch the recall referendum and mount a campaign to pressure Maduro into resigning. “The current state of the country demands that we place greater emphasis on mobilization and pressure,” Torrealba said, calling a for national protest against Maduro on Saturday. "Change is coming and no one can stop it," Jesus Torrealba, the head of the Democratic Unity (MUD) coalition, told reporters. Miranda state governor Henrique Capriles Radonski, speaking on the issue, said the "recall referendum may take place in October". He added: "My proposals have always included (a constitutional) amendment and a recall referendum, since the amendment may be requested right now and be subject to consultation once approved. Regime withdraws its top representative in the US in protest over renewed executive order

President Nicolas Maduro has ordered the withdrawal of Venezuela’s main US representative in Washington DC, Maximilien Sánchez Arvelaiz, acting charge d’affaires at the embassy, in protest for the renewal of US President Barack Obama’s executive order calling Venezuela “an extraordinary and unusual threat”. Arveláiz spent 18 months in Washington without receiving approval from the US State Department. In making the announcement, Maduro said: “Obama had plenty of chances to rectify”, adding that one gesture would be to approve Arveláiz’s nomination. “Eighteen months, what was stopping him?”, says Maduro, adding that Obama acted “at the request of the oligarchic right”. National Assembly will investigate US$ 142 billion allocations for food supplies

At the request of National Assembly Deputy Manuela Bolívar, the legislature’s Comptroller Committee will look into what happened to US$ 142 which allegedly went to nutrition programs, despite which, “the nation is undergoing a food scarcity crisis”. Legislator Bolivar says: “50% of Venezuelans have only two meals a day, but US$ 142 billion have been delivered to the “Mission Alimentation” food program. Where is that money? Maduro orders militarization of mineral-rich zone after miners’ disappearance

President Nicolas Maduro has created a “special military zone” to protect the Orinoco “mining arc”, a zone rich in minerals, after the disappearance of 28 miners in the region, all of them presumably murdered, according to relatives. “I have decided to create a special military zone of protection for all the mining municipalities and to deploy ... strengthened military units,” said Maduro. He also said that the alleged massacre of the miners was part of a “national and international media campaign” against his government directed by a sector of Venezuela’s opposition in the town of Tumeremo, near Essequibo, a part Guyana claimed by Venezuela, and along the route to the border with Brazil. Ombudsman admits evidence suggests crimes were perpetrated south Venezuela

Ombudsman Tarek William Saab said that a government joint task force investigating a situation involving a group of miners missing in Tumeremo town (southeastern Bolívar state) managed to collect convincing evidence of criminal interest, which reveals that crimes were committed. He indicated there is evidence that a number of Colombian nationals took part in the event. Imports from PETROCARIBE nations grew 394% over five years
Venezuela's political and economic alliance with 17 partners in PETROCARIBE has meant a significant dependence on Venezuelan oil by Caribbean and Central American countries within the group, as well growing exports from these nations to Venezuela. Data released by the National Statistics Institute (INE) shows that over the past 5 years, imports from PETROCARIBE nations increased 394%, from U$D 95.45 million in 2008 to U$D 583.2 million in 2013, up 511% in food purchases. Increased imports are mostly food items from countries like Nicaragua, Guatemala and the Dominican Republic, including livestock and animal products; vegetal products, animal fat and oil; as well as food industry products. Weatherford is cutting back Venezuela operations
Oilfield services provider Weatherford International Ltd says it is reducing operations in Venezuela. The Swiss-based company, which competes with Schlumberger and Halliburton, said the "serious liquidity situation in Venezuela" is causing it to pare back services it provides here, according to CEO Bernard Duroc-Danner. Weatherford provides drilling and exploration services to the national oil company Petróleos de Venezuela, S.A. (PDVSA), but Venezuela's currency devaluation and economic instability have caused payment delays, according to Weatherford's annual filing with the U.S. Security and Exchange Commission. Venezuela oil price continues to fall
Venezuela's weekly oil basket stayed below the country's desired U$D 100 per barrel, and continued to slip in the wake of the announced US plans to release oil from the Strategic Petroleum Reserve to cool off world oil prices that were rising over concerns caused by the Russian invasion of Ukraine. According to figures released by the Ministry of Energy and Petroleum, the average price of Venezuelan crude sold by Petroleos de Venezuela S.A. (PDVSA) during the week ending March 21 was U$D 95.01, down U$D 0.64 from the previous week's U$D 95.65. PETROBRAS relinquishes compensation from oil giant PDVSA
Brazilian newspaper "O Estado de Sao Paulo reports Brazil's national oil company PETROBRAS will not claim any millionaire compensation from Venezuela's oil giant PDVSA arising out of the Abreu e Lima refinery joint venture. According to the newspaper, the original deal included sanctions in the event PDVSA failed to provide 40% of construction costs, yet this would only be effective if the parties had signed a final agreement, which never happened. Venezuela new FOREX system sells dollars at 8 times official price
The cash-strapped Maduro regime allowed the Bolivar to weaken 89% on an additional currency market after loosening controls, a move to increase dollar supplies needed to alleviate a record shortage of imports including medicine, food and toilet paper. The Bolivar was sold for 55 Bolivars per dollar, eight times the official price, in the first transaction on the new trading platform, according to three traders including Paul Leiva, from Banctrust & Co. in Caracas. Private bank operators said the price for dollars on the inaugural day of the SICAD 2 system varied between 50 and 55 bolivars, with demand high but offers thin. The government’s official exchange rate used to import medicine and food is 6.3 bolivars per dollar and a second dollar auction system last sold greenbacks at 10.8 bolivars. “This is a devaluation any way you look at it,” says Tamara Herrera, chief economist at financial research firm SINTESIS FINANCIERA. “The government is trying to bring down the black market rate with this new market, with the consensus that the dollar should be trading for about 50 bolivars.” The government is counting on the new exchange mechanism to alleviate pressure on a black market Venezuelans turn to when they can’t purchase hard currency from the government at the official 6.3 bolivars per dollar rate. Venezuela death toll rises to 34 as troops and protesters clash
Three more have died from gunshot wounds during protests against socialist President Nicolas Maduro, pushing the death toll from almost two months of anti-government demonstrations to 34. Troops briefly clashed with a small group of protesters who attempted to block a highway in Caracas after thousands of opposition sympathizers marched to demand the release of students imprisoned during the unrest. Interior Minister: Military actions will be taken to stop street protests
Minister of the Interior, General Miguel Rodríguez Torres has announced "special military and public order operations aimed at eradicating street protests. Following "a meeting with high ranking military officers to once again launch our security plans. We are taking actions in those municipalities still seized by violence so we can restore law and order". Rodriguez Torres called on Táchira and Mérida residents in southwest Venezuela to condemn protests. Regime claims opposition lawmaker has lost seat
The head of Venezuela’s congress claims leading opposition politician Maria Corina Machado has lost her seat in the legislature and is no longer immune from prosecution for her alleged role fomenting violence in anti-government protests. Captain Diosdado Cabello says Machado violated the constitution by addressing the Organization of American States last week at the invitation of Panama, which ceded its seat at the Washington-based group so she could provide regional diplomats with a firsthand account of the unrest. President Nicolas Maduro referred to Machado as “ex-congresswoman” on Saturday, a few days after arresting two opposition mayors for allegedly conspiring with the U.S. to topple his 11-month old administration. Cabello made the announcement before complying with the five steps the Constitution set out for removing a legislator. He also said Machado would not be allowed to enter the Assembly, saying she "automatically" lost her seat, and said the charge of "treason" would be added against her. According to the Constitution the full Assembly must first remove Machado's parliamentary immunity; if and when that happens it is only the Supreme Court that can decide whether she is divested of her legislative role. Machado responded in a Twitter message Monday, writing, “Landing in Lima. US Embassy in Caracas halts new visas
In a public announcement, the US Embassy in Caracas says that "as a result of the expulsion of several consular officials and Venezuelan government delays in issuing visas for incoming officers, the U.S. Embassy in Caracas does not have sufficient consular staff at present to continue to schedule appointments for first-time tourist (B-1/B-2) visa applicants. Central Bank wants to improve legislation to remove "mystery" from FOREX trading
Armando León, a member of the Central Bank's Board of Directors, says the current legal framework is overly complicated and that changes are in order to: "Make it as easy as possible for small and medium enterprises as well as public corporations to operate as transparently as possible". He said the Law on Illegal Exchange Operations "must be reviewed for everything to function. As legislation is improved, the price of dollars will stop being a mystery". Government run agribusiness contributes little to the domestic market
The Venezuelan government has built its own agribusiness system as an "alternative" to the private sector in producing and distributing food. However, there is scant information on the functioning of 119 plants that are now under government control. This infrastructure, amassed through nationalizations and expropriations, has made the government responsible for producing 42% corn flour, 48% sugar, 33% rice, 78% coffee, 50% milk, plus farms and food processing centers. Yet agribusiness plants controlled by the Agriculture and Land Ministry and the Nutrition Ministry do not make their projected production due to financial difficulty, lack of supplies, and labor problems. The government runs 11 out of 17 sugar mills that only process 20% of all sugar. Six private mills produce 80%. After expropriating the CARGILL rice processing plant, the facility has failed to produce white rice and remains producing parboiled rice, which does not contribute much to the domestic market. Caracas is among the 10 most expensive cities in the world
A yearly study by the Economist Intelligence Unit identifies the most expensive cities and those with the best quality of life (EIU), based on 11 indicators that measure the cost of key products and services (transportation, housing, food, appliances, among others). This year the 10 most expensive cities in the world are Zurich, Tokyo, Sidney, Osaka, Oslo, Melbourne, Singapore, Paris, Caracas and Geneva, in that order. It is to be noted that all the cities listed, except Caracas, are prosperous and thriving. When addressing the case of Caracas, the report says: "both luxury items and basic products have doubled their prices in just a few months. The first step taken by the government has been to devalue the Bolivar, amid high inflation." Ramirez charges sabotage in Amuay explosion, opposition points at PDVSA Management
Oil and Mining Minister Rafael Ramírez says the government has proof that the explosion at the Paraguaná Refinement Center in Falcón State on 25 August 2012 with a death toll of more than 40 was caused by opposition sabotage. His remarks were countered by Ramón Guillermo Aveledo, Executive Secretary of the United Democratic Conference (MUD), who says responsibility for fires at refineries, as well as delays in recovering the Center's productivity are due to "rampant disorder, corruption and improvisation". He pointed to "the lack of industrial security, with no minimum procedures, severe maintenance problems, necessary work that is delayed or not carried out". Aveledo added: "if he (Ramírez) wants to find out about infiltrators he should ask Asdrúbal Chávez, his Vice Minister for Refining and Petrochemicals, who is also Vice President for Refining, Trade and Supplies at PDVSA. In addition to these two posts, he is President of eight companies owned by PDVSA: PDVSA Marine, COMERCHAMPS, PDVSA Naval, INTERVEN Venezuela, COMMERCIT, PDVSA Trading, TRADE CAL and Isla Refinery; and is on the Board of three other companies: PDV Holding, PDV America and CITGO Petroleum". PDVSA sets up security areas with foreign aid
Petróleos de Venezuela (PDVSA) has joined efforts with foreign companies engaged in security in the workplace to redefine security areas in oil operational facilities, reported Minister of Petroleum and Mining and PDVSA President Rafael Ramírez. Ramírez said PDVSA has counted on the advice of foreign security companies. "A thorough review of necessary clearances and locations was agreed for the safety of the residents around Pdvsa operating centers." Venezuela oil slips to U$D 105.09
Venezuela's weekly oil basket slipped 21 cents to U$D 105.09 as summer driving season and tensions in the Middle East competed against turbulent world stock and bond markets around the world. According to figures released by the Ministry of Energy and Petroleum, the average price of Venezuelan crude sold by Petroleos de Venezuela S.A. KEYSTONE’s impact on Venezuela muted by waning imports 
It’s an article of faith among supporters of the proposed KEYSTONE XL pipeline: approving the project would allow the U.S. to use more crude from Canada and less from Venezuela and other unfriendly regimes. The reality, according to analysts and others who watch global energy trends, is more complex. U.S. imports of crude from Venezuela have been falling for decades, though TransCanada Corp. (TRP)’s proposed pipeline may hasten the trend. The U.S. last year imported an average of 906,000 barrels of crude per day from Venezuela, a 35% decline from a four-decade high in 1997, according to the Energy Information Administration, the U.S. Energy Department’s statistical arm. At the same time, production from Venezuela has fallen. The Keystone pipeline could ship as much as 830,000 barrels a day from Canada and the Midwest, according to TransCanada. The Calgary-based company estimates that the project would reduce U.S. dependence on oil from Middle East producers and Venezuela. Venezuelan exports to Colombia drop 66% in January-June
Venezuela-Colombia trade fails to get back on track and achieve levels reported in the past despite moves from the authorities of both countries. In the first half of 2013, bilateral trade shrank according to Colombia's National Administrative Department of Statistics (DANE). In January-June this year, Venezuelan exports to Colombia plummeted 66.2%, from USD 533 million in the first half of 2012 to USD 201 million in 2013. Venezuela is far from achieving levels of 2006, when exports to Colombia hit USD 1.4 billion. The most significant drop this year has been reported in fuel, chemicals, iron, and aluminum. Based on DANE, Colombian sales to Venezuela totaled USD 1.17 billion in the first half of the year, 4.3% down as against January-June 2012, when exports accounted for USD 1.22 billion. Non oil exports down 20.6%
Authorities here insist that Venezuela will become an exporting giant. However, official records say the opposite. According to the figures from the Central Bank of Venezuela, non oil exports accounted for just U$D 810 million in the second quarter, 20.6% down with respect to a year earlier. Venezuela and Palestine reach energy agreement
Foreign Minister Elias Jaua has announced a formal energy agreement between Venezuela and the Palestinian Government designed to sell oil at a "just and non speculative price". Demand for 95 octane gasoline leads Government to import ingredients
PDVSA President and Mining and Energy Minister Rafael Ramírez say consumer behavior in buying gasoline is the reason why the Government must import more supplies from the US in order to process unleaded fuel. Ramirez says: "It is not just that the domestic market is growing, but also that people who could use 91 octane gasoline are using 95 octane gasoline even it is not necessary to do so, because the price is indifferent. As consumption of 95 octane gasoline increases, more supplies must be imported". Daily bulk cargo volume at Puerto Cabello is 27,000 tons
According to General José Gregorio Rojas, General Manager of BOLIPUERTOS at Puerto Cabello, daily bulk cargo operations there are some 27,000 tons daily. He said they now have enough equipment and machinery to make sure port operations are carried out expeditiously and efficiently; and added they have seven balances functioning to weigh lorries, and are updating BOLIPUERTOS information technology to improve processes and diminish waiting times at the port. Rojas said that 95% of bulks offloading operators are private, and called on them to collaborate in complying with established procedures. Maduro claims Uribe plots to kill him, insinuates Obama complicity
Interior Minister General Miguel Rodríguez Torres has denounced an alleged plot to kill President Nicolás Maduro which he said was concocted in Miami and Bogotá with the complicity of former Colombian President Álvaro Uribe Vélez. He said two Colombian nationals captured carrying a photograph of President Maduro and National Assembly President Diosdado Cabello, are part of a group of 10 hired assassins.  Maduro himself challenged US President Barack Obama to say if he ordered or knew of an alleged plot hatched by 86-year old Cuban exile Luis Posada Carriles in Miami. He said: "Is President Obama so weak that decisions to kill a Latin American head of state are taken in the US without his knowledge, or is he so weak that he does know there are parties in office in the US that have decided to kill me and he cannot stop it, or is it that he decided to have me killed". Maduro thanked the Colombian Government for its cooperation in the investigation and intelligence labor that led to arrest two mercenaries involved in a plan to murder him. Cabello says the National Assembly will deprive more legislators of their immunity
National Assembly President Diosdado Cabello says that when the legislature renews activities next month they will consider removing legislative immunity from Juan Carlos Caldera and other members of the parliament which he did not identify. During a press conference, Cabello said these legislators are being investigated for corruption. All of those investigated are members of the opposition. Attorney General charges former CVG FERROMINERA President
The Attorney General's office has brought formal charges against 52-year old former CVG FERROMINERA ORINOCO President Radwan Sabbagh, who was arrested on June 12 for alleged complicity in diverting a VEB 295 million budget item. He is now accused of fraudulent and aggravated embezzlement, evading bidding procedures, and plotting to commit a crime.
