Cargo arrived at Puerto Cabello:
  • 1,799 tons of milk, margarine and concentrated cream from Argentina to the Corporación de Abastecimientos y Servicios Agrícolas (CASA) government agency
  • Another 684 tons of margarine from Brazil, also for CASA.
  • Over 900 tons of medicines from DHL México to its local affiliate, and Abbott Laboratories sent another 220 tons of medicines to its own local affiliate.
  • Over 200 tons of apples from Chile to empresa Limitada Importación y Exportación, consigned by Venezuela's Industrial Bank.  

Food imports rose by more than 76%
The National Statistics Institute (INE) reports animal and vegetable product imports were up to US$ 2.936 billion January to May this year, 76,7% increase from US$ $1.661 billion during the same time frame last year - despite a 20% drop in total imports during the same period. Food products share in the total import mix also rose - by 120% - from 8.85% to 19.54% of all imports. Prosecutor General reports 232 people arrested for outbound smuggling
Prosecutor General Luisa Ortega Díaz reports 232 people have been arrested since August 12th for alleged smuggling of food, fuel and strategic material. She also says 49 people are subject to cautionary measures for smuggling-related offenses. In addition, 10 civilians and 15 officials of the Bolivarian National Army will be brought to court. Andres Oppenheimer: Venezuela: From oil power to oil importer 
President Nicolás Maduro’s government plans to start importing crude oil for the first time in order to blend it with Venezuela’s own crude and keep the country’s overall production from falling further. It turns out that Venezuela’s own production of light crudes has plummeted since the late President Hugo Chávez took office in 1999, and the country desperately needs light crudes to blend with its Orinoco Basin extra heavy crude oils. Without such a blend, the Orinoco Basin’s extra heavy crude is too dense to be transported through pipelines to Venezuelan ports and exported abroad. In 1999, when Chávez took office, PDVSA had 51,000 employees and produced 63 barrels of crude a day per employee. Fifteen years later, PDVSA had 140,000 employees, and produced 20 barrels of crude a day per employee. Venezuela’s net oil exports have plummeted from 3.1 million barrels a day in 1997 to 1.7 million barrels a day in 2013, according to U.S. Energy Information Administration estimates. Venezuela's PDVSA puts exports of diluted crude for October on hold
Traders report Venezuela's state-run oil company PDVSA has put on hold plans to export diluted crude oil (DCO) in October while it reviews rising production costs as a result of imports of pricey naphtha that it uses to mix with extra heavy crude. The move comes as the company scrambles to cut costs to partially solve its cash flow problems. One of several sources who were told of the halt by the company said it might also try to raise DCO prices to better offset import costs. PDVSA’s debt to the Central Bank (BCV) exceeds its exports estimated to hit US$80 billion by the end of this year. According to official figures published by the BCV, by July 27, PDVSAs debt had increased 156% to US$ 82 billion, at the Bs.6.30:$ official rate. Gasoline smuggled to Colombia causes US$ 2.2 billion yearly loss to Venezuela
Smuggling of over 45,000 barrels of gasoline to Colombia causes the Venezuelan government to lose some US$ 2.2 billion per year, according to Asdrubal Chávez, PDVSA's President for Refining and Petrochemicals. He said the largest portion of illegal trade in gasoline takes place in Apure, Táchira, Zulia and Amazonas states. Venezuela oil price bounces slightly off 3 year slump
Venezuela's weekly oil basket bounced off its lowest level since 2011 as US oil markets went into their final weekend of the summer. According to figures released by the Ministry of Energy and Petroleum, the average price of Venezuelan crude sold by Petroleos de Venezuela S.A. (PDVSA) during the week ending August 29 was US$ 91.77, up US$ 0.88 from the previous week's US$ 90.89. Fitful supplies causes lines in Venezuelan food retailers
The government has decided to implement fingerprint-reading machines in order to reduce lines of clients at the doors of stores to buy products of the basic food basket. The move intends to monitor consumption levels, instead of tackling the real cause for long lines in supermarkets - regulated prices which translate into product resale and shortages.
Product shortages here are also caused by poor domestic production as a result of a limited supply of FOREX to import essential supplies and raw material to produce food, personal care and cleaning products.
Luis Rodríguez, President of the National Association of Supermarkets (ANSA), explains that product distribution has changed: food retailers now receive a different item every day and people need to buy groceries on a daily basis, "because flour is available one day, cooking oil is sold another day, then the soap, and so on. Therefore, lines are never-ending, because demand focuses on the products of the basic basket," he reports.

The most recent report by the ECOANALÍTICA think tank terms Venezuela's economic situation "alarming", and "more serious than a traditional recession". Suits against Venezuela currently underway at ICSID could bring on US$ 24 billion indemnity payments
The World Bank's International Center for Settlement of Investment Disputes (ICSID) is currently processing 28 cases against Venezuela, and total decisions involved could strongly impact national finances. A study by Scotia Bank indicates that cases against Venezuela brought by EXXON MOBIL, CONOCO PHILLIPS and GOLD RESERVE upon expropriation could come due very shortly. Scotia estimates these three cases could cost the nation US$ 16 billion and total outstanding cases could raise the amount to US$ 24 billion. BANCTRUST is predicting 35% scarcity in 2015
BANCTRUST estimates scarcity here during 2015 at an average 35%, 2 percentage points higher than at present. It believes inflation will reach 73% this year, and says PDVSA remains in a very unfavorable financial position since it must sell its export dollars to the Central Bank at VEB 6.3/US$1. Economic indicators are also scarce in Venezuela
Prices climb daily in Venezuela, economic activity grinds to a halt and staples are scarce, but nothing can be measured and officially proven since the Central Bank started cutting back on statistics. Experts analysts speak of a "political intention" in the manipulation of statistics and warn that "credibility is being destroyed", recalling the ghosts of Argentina - where alteration led to parallel private statistics in order to estimate the real situation. Data on inflation - the responsibility of the Central Bank and the National Statistics Institute - has been withheld for the past 50 days since inflation hit 61% in May.  No explanation has been given despite protests from economists, political parties and the press. Tumbling oil prices deepen economic turbulence in Venezuela
Investors are raising their risk perception and reducing the amount of Venezuelan bonds in their portfolios, while the Venezuelan government puts off the implementation of economic measures and oil prices decline. SÍNTESIS FINANCIERA, a local economic think tank explains: "A series of unfortunate events is harming Venezuela's country risk perception in the markets. The price of Venezuelan bonds recorded serious declines last week as the market was disappointed at the lack of economic decisions and a deeper fall in oil prices".
As of Monday, August 25, the trend continued, and bonds issued by Venezuela and state-run oil giant Petróleos de Venezuela (PDVSA) kept on falling. David Alayón, director of Kapital Consultores, explains that benchmark bond Venezuela Global 27 stood at 86.60% of its value on July 29, and by August 25, it ended at 77.84% of its value, which means an 8.8-point fall.

Liquidity and FOREX scarcity trigger the parallel exchange market
On March 23rd, the government launched SICAD 2 (second Ancillary Foreign Currency Administration System) in an attempt to restrain the constant surge of the parallel dollar, used to set prices for a broad range of products and ultimately boosting inflation. Although the initiative appeared initially successful, the greenback is now back on an upward trend, making the imbalance in currency exchange policies even worse. Through SICAD 2, both companies and individuals may purchase FOREX at a price ranging from VEB 49 to VEB 51 per US dollar. At the time the system was launched, the gap between the parallel dollar and the Sicad 2 exchange rate sat at 60% and gradually fell to 40%, but by the end of this week it made its way back up to 64%. Maduro once again announces an imminent government shakeup
President Nicolás Maduro has asked his supporters to be "on the alert" today for a number of decisions on the economy, "renewing and shaking up the government and governing methods, as well as priorities". He says he expects the full support of the Socialist Party and the people for decisions he first announced he would take 96 days ago. Another 15 days have gone by since he announced that the entire Cabinet had tendered its resignation. He reportedly has before him a full plan prepared by Vice President Jorge Arreaza, Industries Minister Ricardo Menéndez, and Orlando Borrego, a former advisor to "Che" Guevara. Some reports indicate Rafael Ramírez will withdraw from the Ministry of Oil and Energy, and PDVSA, in order to replace Jorge Arreaza as Vice President. Diosdado Cabello and Elías Jaua are also mentioned as possible replacements for Arreaza, who might become Foreign Minister. Venezuela has spent US$ 250 million to lobby the US
Venezuela has used three legal ways available in the United States to lobby and influence decision making, and paid out US$ 20,722,646. In 1999-2014, state-run oil holding PDVSA and its US subsidiary, CITGO Petroleum, invested US$ 4,433,933 and US$ 5,483,993 respectively, in lobbying the US Congress, for a total of US$ 9,917,986, according to Openscrets.org, a political liability center, and Sunlight Foundation. Both organizations track and break down data on the US legislature. Venezuelan capital in free fall, on par with war zones
Caracas is only one of four cities in the world, and the only one in the Americas, to have experienced an abysmal decline in its quality of life over the past five years. The only cities that have experienced worse drops in “livability” are those mired in armed conflict: Kiev, Ukraine; Tripoli, Libya; and Damascus, Syria. This is according to information provided by the Intelligence Unit of the Economist in their latest Global Liveability Ranking and Report published in August. The study evaluated 30 factors related to stability, health, education, infrastructure, culture, and environment in 140 cities around the world. The capital of Venezuela, which ranked 126 of 140, is the only city in the Americas to have experienced such a drastic decline across the relevant indicators since 2009. In the last five years, Caracas has seen a 6.4% drop in its quality of life, on par with the five point decline of Cairo, Egypt. Maduro, Santos to discuss border smuggling
Colombian President Juan Manuel Santos is meeting with President Nicolás Maduro in the Colombian city of Cartagena to discuss the issue of border smuggling, which has intensified due to economic crisis in Venezuela. The presidents will discuss the economic agenda between both countries, especially regarding smuggling of goods and staples in the Colombia-Venezuela border. According to the Venezuelan government, smuggling is definitely increasing shortage of basic products in Venezuela, which is already around 29%. Venezuela starts clearing debts owed to airlines, several express interest in resuming operations
Venezuela's Minister of Economy, Finance, and Public Banking General Rodolfo Marco Torres says "foreign currency payments due in 2013 and 2014 are being made" to international airlines; but did not reveal amounts. He, and Air and Water Transport Minister, General Luis Graterol, have met with several international airlines over the last two weeks, including COPA, DELTA, LUFTHANSA, Air France, UNITED, Caribbean Airlines, AVIANCA, VARIG, and IBERIA to arrange a plan of repatriation of earnings. Russia’s ROSNEFT signs bonus agreement for oil-field access in Venezuela
Russian state-owned oil company ROSNEFT has signed a deal with Venezuelan counterpart PDVSA corresponding to a US$440 million partial payment for access to a heavy-oil project here. “We’ve signed... an agreement for the collection of Rosneft’s first payment of US$440 million for access to PetroVictoria’s area on Sept. 1,” Venezuela’s vice president responsible for the economy, Rafael Ramirez, said at a press conference. PetroVictoria, a joint venture in which PDVSA has a 60% stake and Rosneft has the remaining 40%, owns the Carabobo-2 project in eastern Venezuela’s Orinoco Belt. Venezuela weighs sale of CITGO
Venezuela, strapped for cash at home and staring down costly litigation overseas, is considering a deal for its U.S.-based refinery company CITGO Petroleum Corp. as well as a stake in a refinery run with Exxon Mobil Corp. XOM -1.45% , according to a CITGO document and people familiar with the matter. People close to Petroleos de Venezuela SA, or PDVSA, say the state-run oil giant is in the early stages of considering a deal for Houston-based CITGO, which operates three refineries. It is separately shopping its 50% stake in the Chalmette refinery in Louisiana, a process that is further advanced, they said. PDVSA, the principal source of hard currency in Venezuela, is seeking to bolster the country's stumbling economy, redirect more oil exports from the U.S. to its top creditor China and get some protection from the seizure of foreign assets as settlements in disputes before the World Bank draw near, analysts said. Some estimate that the most PDVSA stands to make from a sale of CITGO is between US$8 and US$10 billion. "Venezuela is looking under couch cushions for coins because they need money," said Russ Dallen, head of Caracas Capital Markets. "The Exxon and ConocoPhillips judgments are coming any day now and the easiest place to enforce those judgments will be the United States." PDVSA seeks gasoline on the open market
State owned PDVSA oil company is offering to buy 4 500,000 barrel shipments of heavy gasoline on the open market, for shipment to any of its ports in September-December. In a document seen by Reuters, the company states it could buy up to 3 additional shipments of heavy naphta. Italy's ENI gets Venezuelan jet fuel cargo in June
State-run PDVSA has sent Italy's ENI a 240,000 barrel jet fuel cargo tendered in May on the open market. The jet cargo, was sent to Rotterdam from Guaraguao, one of PDVSA's main terminals, on the tanker Tverskoy Bridge. Alimentos Polar has warned that future production of pre-cooked corn flour will be seriously at risk in the next few months due to a reduction of the domestic crop and government controlled prices which makes it impossible to cover production costs. According to the Central Bank (BCV), shortage of corn flour exceeds 25%. BARCLAYS sees only partial adjustments, few benefits, as Ramírez again delays trip to NYC
In their latest report on Venezuela, BARCLAY's Capital analysts say everything indicated the Maduro regime will carry out a late and incomplete economic adjustment. They say this reveals that the so-called "pragmatic" wing is weak and their influence has been overestimated. Pending steps include additional devaluation, narrowing the list of products under price controls, raising interest rates and lowering Central Bank subsidies to PDVSA, extending foreign debt service payments, and consolidating FOREX funds currently held in FONDEN, BANDES and Treasury accounts into international reserves. It is reported that Economic Affairs Vice President Rafael Ramírez once again postponed his trip to New York, to meet with financial markets, due to the lack of decisions on economic policy. ECOANALÍTICA estimates 3% drop in GDP in the first semester
ECOANALÍTICA Director Asdrúbal Oliveros says their numbers point to a recession and an accelerated increase in prices that his hurting purchasing power in Venezuela. Their estimates are a 3% drop in GDP during the first semester, for a 2.5% contraction during all of 2014, along with 75% inflation, and buying power would plummet 14% this year. The think tank says the most probable scenario is for the government to eliminate SICAD II and establish a single exchange rate at VEB 25/US$. Maduro calls for national debate on setting fair domestic fuel prices

World Bank's ICSID Arbitration Panel says Gold Reserve US$2.1 billion Venezuela expropriation case closed
The World Bank's arbitration tribunal, the International Center for Settlement of Investment Disputes (ICSID), has declared the proceedings brought by Gold Reserve Inc. against Venezuela closed, meaning that a decision is imminent.
"The closure of the proceedings by the ICSID tribunal signals the end of the parties' presentation of their case and the tribunal's determination that it does not require any further information from the parties," said Doug Belanger, President of Gold Reserve. "Typically, ICSID tribunals issue the final award soon after declaring the proceedings closed."
"The closure of the proceedings is a welcome development. It marks the end of a five-year effort by counsel, technical, legal and financial experts and Company personnel to present Gold Reserve's claim against Venezuela. Overseas insurance repayment at SICAD 2
Venezuela's Supreme Court has ruled that if any individual with a Venezuelan insurance policy has a contingency overseas, the firm must pay in bolivars at the SICAD 2 rate (around Bs.50) in the event it cannot pay in dollars. U.S. revokes visas for Venezuelan officials
The U.S. government has announced that it has revoked the visas of several top Venezuelan officials allegedly involved in human rights violations. “Venezuela in recent months has witnessed large-scale protests by demonstrators concerned about deteriorating economic, social, and political conditions. Government security forces have responded to these protests in many instances with arbitrary detentions and excessive use of force,” the State Department said. “While we will not publicly identify these individuals because of visa record confidentiality, our message is clear: those who commit such abuses will not be welcome in the United States,” the department’s deputy spokesperson, Marie Harf, said in a statement. Venezuelan opposition coalition Secretary Executive Ramón Guillermo Aveledo has resigned, saying he was stepping aside “without leaving the group.” Aveledo’s resignation seems to be the first result of a meeting in which representatives of all the Democratic Unity’s (MUD) parties met to air their differences. Major parties within the MUD roundly criticized attacks that have been made on the Democratic Unity and Aveledo, and pointed to the achievements it has consolidated over the past two years. Miranda Governor and former Presidential candidate Henrique Capriles says the group has entered into a process of "debate and decision-making." He remarked that "regrouping of forces of those of us who are building a change is not ruled out." Capriles added: "It is very easy to criticize and destroy. The difficult thing is to build, and Ramón Guillermo Aveledo made an unselfish effort to consolidate unity". One critic, former legislator María Corina Machado the resignation "closing a cycle" in order to conduct deep restructuring inside the opposition coalition "not to divide it, but to strengthen it, along with increasing sectors of national life that understand that it is necessary to go beyond electoral matters". Aruba says Venezuelan warships surrounded the island; Cabello denies it
Aruba's Attorney General Peter Blanken charged Venezuela pressured the island military and economically in order to get the Netherlands to free former Venezuelan intelligence chief general Hugo Carvajal. He says Venezuelan warships surrounded Aruba during the discussions over Carvajal - who is charged with drug trafficking by the US. More than 100,000 tons of foodstuff await at bay
Fourteen (14) ships are anchored at Puerto Cabello waiting to offload more than 100,000 tons of foodstuff. Eight are carrying bulk cargo (6 of them fertilizers) and another six carry containers. Freight includes 33,000 tons of yellow corn; 30,000 tons of sugar; 22,000 tons of rice; and 25,000 tons of soy. 636 tons of cardboard arrived from the Tetra Pak Global in the US for their local affiliate; as well as 46 tons of paper from Channeled Resources for Tickets Magnéticos. SICAD 2 exchange rate for airfare may hurt airlines
The Venezuelan Association of Airlines (ALAV) says the government's decision to set airfares in US dollars at the Second Ancillary Foreign Currency Administration System (SICAD 2) exchange rate, that is, VEB 50 per US dollar, up from VEB 10 (SICAD 1) "could shrink the sector, and diminish air connections because of lower demand for plane tickets." Widespread blackouts hit Venezuela
A power plant failure knocked out electricity across a large part of Venezuela, interrupting a nationally televised presidential ceremony and forcing a suspension of subway and train services around the country. The outage affected at least 14 of the country's 23 states and caused several hours of traffic jams, as well as darkening homes and offices, in the capital, Caracas, on Friday. The plant, supplying electricity to Venezuela's central and western regions, failed in the early afternoon, said the electricity minister, Jesse Chacon. Power was mostly restored in Caracas by nightfall but remained out in other parts of the country, where power failures are more common. The outage disrupted a televised celebration of journalists that President Nicolas Maduro was holding in the governmental palace in Caracas.  Electric power may finally be restored in Monagas state after some districts have experienced up to 72 hours without electricity following Friday’s blackout. According to Electric Energy Minister Jesse Chacón eight power towers collapsed in that state and interrupted service. National Palestinian Authority to buy oil from Venezuela
The National Palestinian Authority (ANP) will buy oil from Venezuela to satisfy its needs in the next five years. A government source reported that oil shipments will be delivered through Israel or Jordan, and the price is expected to be lower than the amount Palestinians are currently paying. These purchases are part of an agreement reached during a meeting held between President Nicolás Maduro and his Palestinian counterpart, Mahmoud Abbas. The first shipment will be for 240,000 barrels. PDVSA's receivables from CORPOELEC are U$D 2.85 billion
Funds owed to oil giant PDVSA's by government agencies continue to increase. According to an audit of PDVSA's financial report, the National Electric Power Corporation (CORPOELEC) owed PDVSA U$D 2.85 billion, up 6.7% from U$D 2.67 billion in 2012. According to the audit, CORPOELEC's debt is "derived mainly from PDVSA supplying light diesel, and giving financial support for the purchase of equipment for the national power grid." An illegal strike by the union at the main POLAR beverage plant in Caracas has paralyzed production and distribution of beer and malt in the entire metropolitan area. Maduro says he will overhaul his government, seeks to move on from infighting
President Nicolás Maduro announced he will be carrying out a full review of the government between July 1-15, including implementation of the national budget. He also called for moving on after "infighting", in reference to criticism of his administration from within "chavista" ranks.  He says there will be a global "restructuring" of the government in order to seek "maximum efficiency, maximum honesty". Nicolás Maduro could start announcing his new ministers this week, starting with the Defense Minister, in advance of yearly July 5 military promotions and in view of the controversy caused by the TSJ’s ruling authorizing the military to participate in public political acts. President Obama’s response has been slow, weak and tragically confused. Apparently, President Obama thinks America has more to gain in Venezuela by not rocking the boat than by standing firm for democracy and human rights... Workers at the GERBER-NESTLE plant in Valencia are protesting because operations have been paralyzed for the past two weeks due to a lack of lids for jars in compotes and other products there. Rafael García, Secretary General of the plant's labor union says 200 jobs are at risk and production is down to 9000-10000 tons from the usual 14000 tons per year. Unofficial sources report serious divisions have emerged within the government after Economic Affairs Vice President Rafael Ramírez announced that the foreign exchange rate will be unified. Hard-line leftists growing impatient with Venezuela's socialist administration, Maduro demands "loyalty"
President Nicolas Maduro is facing a new threat from an unlikely place: old-school leftists who accuse him of betraying the socialist legacy that carried him to power. Orthodox socialists are grumbling over liberalized currency reforms they say are counter to the revolution. The tensions came to a head when Maduro fired Planning Minister Jorge Giordani, a Marxist economist whose Spartan lifestyle and anti-capitalist doctrine earned him the nickname "the Monk." Maduro has responded to criticism by saying "endless loyalty" is the most important aspect in a revolution, and called for loyalty and discipline among its leaders. He also threatened dissident ministers with expulsion from the ranks of the ruling PSUV party. Dissident former ministers responded by saying that the real traitors to the revolution are those involved in corruption. International affairs specialist María Teresa Romero points out that "all this clarifies that division within government ranks is not so much between the military and pro-Cuban civilians, but the real polarization is between the ruling “troika” (Maduro, Cabello y Ramírez) and true communist believers who are more honest about financial and economic corruption". Venezuela is working to secure votes necessary to take one of the two seats assigned to Latin America within the UN Security Council as Argentina's term ends this year.
