IATA is insisting that Venezuela could become isolated, flights cut by 55%
The International Air Transport Association (IATA) is telling the government that if it does not pay its debts the nation could be disconnected from the world, and it asking for it to not only reach agreements but also honor them. Peter Cerda, IATA Vice President for the Americas says: "Five airlines have reached agreements, but only two have received the money agreed upon, not the other three...and this is what most worries the other 19 airlines - the fact that even if agreements are reached there are no guarantees they will receive the amounts agreed upon. In the six months that have passed since the agreement, the government has several times said it would pay and they are still waiting." The CEO of the Venezuelan Association of Airlines (ALAV), Humberto Figuera, has noted seats have been cut down by 55%. "The frequency of flights have been reduced to 207 so far this year, trimming seats to nearly 31,000, which is 44.9% of the flight frequency," Figuera stated. Venezuela wants US$ 10 billion for CITGO assets
Petroleos de Venezuela SA (PDVSA), the nation’s state-owned crude producer, said the U.S. oil refining and marketing assets it’s seeking to sell are worth more than US$ 10 billion. “Their value is much, much more,” says Rafael Ramirez, president of PDVSA. He said the company is receiving offers for assets of Houston-based CITGO Petroleum Corp., without providing details on the value of the bids. CITGO owns three refineries capable of handling about 749,000 barrels a day in Louisiana, Texas and Illinois. It also operates the sixth-largest U.S. retail gasoline chain through about 5,900 branded stations. CITGO had sales of US$ 42.3 billion last year and earnings before interest, taxes, depreciation and amortization of US$ 1.8 billion. President Nicolas Maduro is seeking to sell foreign refineries as the nation tries to raise cash, boost oil exports to China and reduce the risk of having assets seized if it loses international lawsuits brought by former oil partners. Contract disputes and expropriations have been filed at the International Center for Settlement of Investment Disputes and the International Chamber of Commerce’s Court of Arbitration by mining and oil companies that operated in the country including Exxon Mobil Corp., Gold Reserve Inc., Phillips 66 and ConocoPhillips. Agribusiness is operating in red due to regulations and takeovers
Price controls and takeovers by the regime over the past 12 years have caused Venezuela's agribusiness industry to operate at a loss and brought on widespread scarcity, says expert Rodrigo Agudo, who calls on the regime to admit "the economic crisis the nation is going through" in order to "rescue domestic production". Maduro in "no rush" to raise gasoline prices; Ramírez says FOREX unification delayed
Economist José Guerra says that "president Maduro is carrying out economic reforms drop by drop because he fears the political impact of taking all steps at the same time", and adds that Maduro is sticking to socialist ideology imposed by the late Hugo Chavez, and respects the more radical political elements within his power base. Maduro now says there is "no rush" to raise domestic gasoline prices as it "is not a necessity", and called for a national debate on the matter: "If it takes a month, ...a year...ten years, then it will be...the nation has resources to continue its development". At the same time Economic Affairs Vice President Rafael Ramírez is now saying that before implementation of a new and unified foreign currency exchange rate takes place “certain conditions must be met such as the issues of liquidity, savings and elements of monetary policy that are underway. When we are ready, we will, we have it in agenda.” Veneconomy, http://www.veneconomy.com/site/index.asp?ids=44&idt=40502&idc=2; El Universal, http://www.eluniversal.com/economia/140807/economic-adjustments-in-parallel-with-deeper-socialism-in-venezuela; and more in Spanish: El Universal, http://www.eluniversal.com/economia/140808/maduro-afirma-que-no-hay-apuro-para-aumentar-la-gasolina; Ultimas Noticias, http://www.ultimasnoticias.com.ve/noticias/actualidad/economia/maduro--no-hay-apuro-para-aumentar-la-gasolina.aspx; El Mundo, http://www.elmundo.com.ve/noticias/actualidad/noticias/maduro-aseguro-no--tener-apuro--por-aumentar-el-pr.aspx; El Nacional; http://www.el-nacional.com/)

Venezuelan bonds fall; country risk up
Venezuela's country risk has been on the rise since July 24th, and if it now decides to issue bonds abroad to obtain funding, it would have to pay a much higher interest rate than other countries such as Ukraine and the remaining Latin American countries. Venezuela would have to pay an interest rate amounting to 10.34 percent points above the interest rate paid by the US, the country enjoying the lowest loan interest rate. On July 24, the differential stood at 8.8 percentage points. (El Universal, http://www.eluniversal.com/economia/140806/venezuelan-bonds-fall-country-risk-up)

Government is withholding data on 2014 GDP

Economy is trapped in recession
In its latest report on the Venezuelan economy, Bank of America Merrill Lynch says the nation is "trapped in recession". It says that despite the regime's decision to withhold economic data; indicators show how serious the situation is with non oil imports down 20% in the first four months of 2014, auto assembly production down 86% production in the first semester and tax revenues down 4.9% during the same period." The report estimates devaluation at an additional 229.8% in 18 months. More in Spanish: (El Nacional; http://www.el-nacional.com/)

China's DAGONG downgrades Venezuela to BB
DAGONG Global Credit Rating Co., Ltd. has downgraded the local and foreign currency sovereign credit ratings of the Bolivarian Republic of Venezuela from BB+ to BB-, each with a negative outlook. "Serious macroeconomic imbalance will drag Venezuela into recession in the short term, and exacerbate the risk of social unrest. Its large fiscal deficit, insufficient international reserves and the pressure of significant devaluation of the local currency contribute to an evident trend of decrease in the local and foreign currency solvency of the government," says Dagong. China’s unlikely partnership with Venezuela
Why does China continue to invest heavily in unstable and cash-strapped Venezuela? The answer, according to Margaret Myers, lies in Beijing’s well-documented determination to enhance its energy security, particularly in the wake of so many financial and political troubles. A group of intellectuals led by Literature Nobel Prize winner Mario Vargas Llosa have appealed to governments that have "amicable relations" with Venezuela to plead for political prisoners and other Venezuelans, whose conditions have been deteriorating. In an open letter published in Spanish daily newspaper El País, the group denounced repression by the government of Nicolás Maduro during student demonstrations, and particularly against the Venezuelan opposition. More precisely, the group denounced the detention of opposition leader Leopoldo López, harassment of journalist Teodoro Petkoff (80), and allegations against deposed opposition deputy María Corina Machado. Central Bank wants to improve legislation to remove "mystery" from FOREX trading

He said the Law on Illegal Exchange Operations "must be reviewed for everything to function. As legislation is improved, the price of dollars will stop being a mystery". Government run agribusiness contributes little to the domestic market
The Venezuelan government has built its own agribusiness system as an "alternative" to the private sector in producing and distributing food. However, there is scant information on the functioning of 119 plants that are now under government control. This infrastructure, amassed through nationalizations and expropriations, has made the government responsible for producing 42% corn flour, 48% sugar, 33% rice, 78% coffee, 50% milk, plus farms and food processing centers. Yet agribusiness plants controlled by the Agriculture and Land Ministry and the Nutrition Ministry do not make their projected production due to financial difficulty, lack of supplies, and labor problems. The government runs 11 out of 17 sugar mills that only process 20% of all sugar. Six private mills produce 80%. After expropriating the CARGILL rice processing plant, the facility has failed to produce white rice and remains producing parboiled rice, which does not contribute much to the domestic market. And so forth. More in Spanish: (El Universal, 08-26-2013; http://www.eluniversal.com/economia/130826/tejido-agroindustrial-publico-aporta-poco-al-mercado-local)

Caracas is among the 10 most expensive cities in the world
A yearly study by the Economist Intelligence Unit identifies the most expensive cities and those with the best quality of life (EIU), based on 11 indicators that measure the cost of key products and services (transportation, housing, food, appliances, among others). This year the 10 most expensive cities in the world are Zurich, Tokyo, Sidney, Osaka, Oslo, Melbourne, Singapore, Paris, Caracas and Geneva, in that order. It is to be noted that all the cities listed, except Caracas, are prosperous and thriving. When addressing the case of Caracas, the report says: "both luxury items and basic products have doubled their prices in just a few months. The first step taken by the government has been to devalue the Bolivar, amid high inflation." Ramirez charges sabotage in Amuay explosion, opposition points at PDVSA Management
Oil and Mining Minister Rafael Ramírez says the government has proof that the explosion at the Paraguaná Refinement Center in Falcón State on 25 August 2012 with a death toll of more than 40 was caused by opposition sabotage. His remarks were countered by Ramón Guillermo Aveledo, Executive Secretary of the United Democratic Conference (MUD), who says responsibility for fires at refineries, as well as delays in recovering the Center's productivity are due to "rampant disorder, corruption and improvisation". He pointed to "the lack of industrial security, with no minimum procedures, severe maintenance problems, necessary work that is delayed or not carried out". Aveledo added: "if he (Ramírez) wants to find out about infiltrators he should ask Asdrúbal Chávez, his Vice Minister for Refining and Petrochemicals, who is also Vice President for Refining, Trade and Supplies at PDVSA. In addition to these two posts, he is President of eight companies owned by PDVSA: PDVSA Marine, COMERCHAMPS, PDVSA Naval, INTERVEN Venezuela, COMMERCIT, PDVSA Trading, TRADE CAL and Isla Refinery; and is on the Board of three other companies: PDV Holding, PDV America and CITGO Petroleum". Venezuela oil slips to U$D 105.09
Venezuela's weekly oil basket slipped 21 cents to U$D 105.09 as summer driving season and tensions in the Middle East competed against turbulent world stock and bond markets around the world. According to figures released by the Ministry of Energy and Petroleum, the average price of Venezuelan crude sold by Petroleos de Venezuela S.A. (PDVSA) during the week ending August 23 slipped to U$D 105.09 from the previous week's U$D 105.30. KEYSTONE’s impact on Venezuela muted by waning imports
It’s an article of faith among supporters of the proposed KEYSTONE XL pipeline: approving the project would allow the U.S. to use more crude from Canada and less from Venezuela and other unfriendly regimes. The reality, according to analysts and others who watch global energy trends, is more complex. U.S. imports of crude from Venezuela have been falling for decades, though TransCanada Corp. (TRP)’s proposed pipeline may hasten the trend. The U.S. last year imported an average of 906,000 barrels of crude per day from Venezuela, a 35% decline from a four-decade high in 1997, according to the Energy Information Administration, the U.S. Energy Department’s statistical arm. At the same time, production from Venezuela has fallen. The Keystone pipeline could ship as much as 830,000 barrels a day from Canada and the Midwest, according to TransCanada. The Calgary-based company estimates that the project would reduce U.S. dependence on oil from Middle East producers and Venezuela. Venezuelan exports to Colombia drop 66% in January-June
Venezuela-Colombia trade fails to get back on track and achieve levels reported in the past despite moves from the authorities of both countries. In the first half of 2013, bilateral trade shrank according to Colombia's National Administrative Department of Statistics (DANE). In January-June this year, Venezuelan exports to Colombia plummeted 66.2%, from USD 533 million in the first half of 2012 to USD 201 million in 2013. Venezuela is far from achieving levels of 2006, when exports to Colombia hit USD 1.4 billion. The most significant drop this year has been reported in fuel, chemicals, iron, and aluminum. Based on DANE, Colombian sales to Venezuela totaled USD 1.17 billion in the first half of the year, 4.3% down as against January-June 2012, when exports accounted for USD 1.22 billion. Authorities here insist that Venezuela will become an exporting giant. However, official records say the opposite. Demand for 95 octane gasoline leads Government to import ingredients
PDVSA President and Mining and Energy Minister Rafael Ramírez say consumer behavior in buying gasoline is the reason why the Government must import more supplies from the US in order to process unleaded fuel. Ramirez says: "It is not just that the domestic market is growing, but also that people who could use 91 octane gasoline are using 95 octane gasoline even it is not necessary to do so, because the price is indifferent. As consumption of 95 octane gasoline increases, more supplies must be imported". Maduro claims Uribe plots to kill him, insinuates Obama complicity
Interior Minister General Miguel Rodríguez Torres has denounced an alleged plot to kill President Nicolás Maduro which he said was concocted in Miami and Bogotá with the complicity of former Colombian President Álvaro Uribe Vélez. He said two Colombian nationals captured carrying a photograph of President Maduro and National Assembly President Diosdado Cabello, are part of a group of 10 hired assassins.  Maduro himself challenged US President Barack Obama to say if he ordered or knew of an alleged plot hatched by 86-year old Cuban exile Luis Posada Carriles in Miami. He said: "Is President Obama so weak that decisions to kill a Latin American head of state are taken in the US without his knowledge, or is he so weak that he does know there are parties in office in the US that have decided to kill me and he cannot stop it, or is it that he decided to have me killed". POLAR tells government to boost output
Venezuela's top food producer, Empresas POLAR, challenged the country's socialist government to boost output of basic staples and ease nagging product shortages, rejecting accusations it is hoarding products to destabilize the economy. President Nicolás Maduro said over the weekend that POLAR, which makes products from beer to detergent, was intentionally cutting output to leave supermarket shelves bare and weaken his government through "economic war." POLAR President Lorenzo Mendoza, in an energetic press conference, said the product shortages have been partly spurred by inefficiency of state-run companies nationalized during the 14-year-rule of late socialist leader Hugo Chavez. "There's an immediate solution to this: Get the public sector (food production) plants running at 100%," Mendoza said, insisting POLAR's output of products such as rice and corn flour were at maximum capacity. He added the government should increase the regulated prices of food products that have in some cases forced companies to produce at a loss. Mendoza said. “The accusations that we are producing less than last year are false,” Mendoza told reporters. “I presume that President Nicolas Maduro is not well informed about the situation and about what’s happening.” Mendoza said his company has increased production of cornmeal by 10% in the past four months, and he offered to buy or rent government-owned corn processing plants to boost output event further. Maduro said he wanted to work with POLAR to resolve the situation, while warning it to leave governing the country to him. He told Vice President Jorge Arreaza to arrange a meeting, which Polar said that it would attend as it is willing “to cooperate with the search for solutions that favor the Venezuelan people”. After a two hour meeting Arreaza said they had agreed that "economic agents should stay out of all partisan politics and dedicate themselves to production". He said they also discussed cyclical excess demand and the need to increase production. Maduro is scheduled to meet with Mendoza today. Maduro again charges the US plans his overthrow
President Nicolás Maduro warned Venezuela's Armed Forces that "the empire", as he calls the United States, "does not rest" in its efforts to "take over" Latin America and specially Venezuela, and that it "knocks on doors to see who opens". Maduro made his charge during military ceremonies at Fort Tiuna in Caracas, the main military garrison in the country. He added the US has not gone any further "because they have not been able to". "Let no one be deceived by a smile or a greeting, or praise or a visa to visit the United States", he said as he announced an increase in military pay. He had previously said US President Barack Obama is making "a serious mistake" in not recognizing his election last April 14th. He said Obama had been tricked by Venezuela's opposition who "promised him I would be overthrown in 24 or 48 hours, and that there would be a violent crisis here". More in Spanish: (Infolatam)

Government launches massive street security operation

The government claims more than 16,000 people were killed in crimes in 2012, a rate of 54 per 100,000. However the Venezuela Violence Observatory, put last year's murder rate much higher - at 73 per 100,000 people. Southern agribusiness powerhouses pose threat to Venezuela's agricultural sector
Venezuela's business partners in the Common Market of the South (MERCOSUR) include two large producers of agricultural raw materials for export: Brazil and Argentina. Those two nations are also Venezuela's leading suppliers of food products. Agriculture is the most important economic activity of this South American bloc. Nevertheless, the largest concentration of agricultural land is found in Argentina and Brazil, which account for 61% of MERCOSUR's agricultural area whereas Venezuela's ratio of land for cereal production, for example, is merely 3.99%.
