Customs charges will adjust to the new exchange rates

Aviation authorities give airlines five days to submit airfares, airlines insist on a signed repayment agreement
General Hebert García Plaza, Minister for Aquatic and Air Transportation has told airline representatives that the government will soon establish parameters for adjusting airfares to and from Venezuela. Once the resolution is published airlines will be required to submit their adjustments within 5 days. Major airlines operating here insist they will not reach an agreement unless the government must signs an agreement for repayment of its FOREX debt. Officials in Curacao say their government will join PDVSA in seeking investors for the island's ISLA Refinery, which is leased to PDVSA through 2019. Central Bank confirms 5.7% inflation in April, and 5.7% again in May

Barclays: "Venezuela is in the middle of an economic collapse"
Investment banks expected president Nicolás Maduro would implement an adjustment plan including FOREX rate unification, raising the price of gasoline, monetary discipline, and tax reform. However, Alejandro Grisanti, analyst at Barclay's Capital, says that the current events point in the opposite direction. "There has been no progress towards such measures. At the end of April, public expenditure jumped by 20% in real terms. In the monetary area, between late March and early April, the central bank provided VEB 75 billion (U$D 11.9 billion) to fund state-run oil company PDVSA. No FOREX rate unification can be put in place because nobody is expecting currency controls to end; therefore, the parallel FOREX market will continue to exist," explains Grisanti. Bank of America: Venezuela is undergoing a deep crisis
A recent report by Bank of America Merrill Lynch shows President Maduro's popularity down to 30% due to a deep recession and accelerated inflation. The report says Maduro has low political capital which limits his capacity to carry out economic reforms. It says accumulated economic distortions have made it impossible to stop industrial production from dropping, and says "it is not clear whether the economic team in charge of macroeconomic policy shares the same view and whether it is in sync with the team that handles microeconomic policy". Talks suspended with business representatives as huge debt remains unpaid. SICAD 2 fails to abate the unofficial FOREX market
The government set up the First Ancillary Foreign Currency Administration System (SICAD 1) in March 2013, in an attempt to put an end to the unofficial FOREX market, which determines prices for many goods and services, and propels inflation. Following a poor performance with SICD 1, authorities implemented the so-called SICAD 2 a year later, allowing corporations and individuals to buy foreign currency at the exchange rate of VEB 49 per US dollar, 43% below the unofficial forex rate, yet supply fails to cope with demand. Economic research firms such as BARCLAYS say that the government's determination not to allow the FOREX rate for SICAD 2 to float based on supply and demand has translated into yet another FOREX rationing system. Arrest warrant issued for Venezuelan opposition leaders
Venezuela's attorney general has issued arrest warrants against three prominent opposition leaders. They are Diego Arria, a former presidential candidate and United Nations ambassador; Pedro Burelli, former external director of the state oil company Petroleos de Venezuela; and Ricardo Koesling, a lawyer who has been a strong critic of the government. They are wanted for questioning in an alleged plot to assassinate President Nicolas Maduro. "Groups outside the law have violent political plans," said Attorney General Luisa Ortega. She said she would ask Interpol to issue international arrest warrants, as they may have left the country. The attorney general's office said the three were not officially charged with participating in the alleged assassination plan, but they had failed to testify in an investigation of the plot. Another opposition leader, former legislator Maria Corina Machado, has been accused of being the primary organizer of the alleged plot. She has been called in to testify on 16 June. Via Twitter, Mrs. Machado scoffed at the accusations, calling them "infamy." Ambassador Arria called plot charges a "fantastic contrivance" and says the regime is in its "terminal phase". Government repression increased 485% in February and March, compared to 2013, the highest figure in the last 25 years, according to PROVEA’s report “Venezuela 2014: Protests and Human Rights”. The NGO revealed 3,127 people have been detained for protesting so far, 2,463 of whom have been arraigned in courts and 119 have been remanded. Capriles calls for election of new electoral board
Venezuelan opposition leader Henrique Capriles Radonski has stressed the need for choosing the new authorities of the National Electoral Council (CNE) before engaging in any political agenda. Reference was made to the expiration of the tenure of the CNE directors. "Before talking about a constituent assembly, a vote should be held to replace the officials whose terms have expired," said the opposition leader during a meeting with workers from the state of Miranda, north Venezuela.  Capriles noted that choosing a new electoral board is vital to bring peace to the country. The Supreme Court has ruled that members of the CNE's Board whose term has expired can remain in office until the National Assembly chooses their replacements. Private banks now authorized to trade FOREX through SICAD, currency limits for travel eliminated
The Central Bank has authorized the private banking system to trade FOREX or denominated dollar denominated securities through the Ancillary FOREX Administration System (SICAD). It also changed standing regulations by eliminating the amount of FOREX individuals can request for travel, studies abroad, health, scientific investigation, sports, culture, special cases, and payment for goods needed for professional services. The Central Bank will have the power to call each tender and set minimum and maximum amount each person can request, and can use this power to limit demand on FOREX. Government likely to increase debt to supply SICAD with US dollars
Further indebtedness will probably be used to procure US dollars for the Ancillary Foreign Currency Administration System (SICAD). The central government and decentralized institutions may issue US dollar denominated bonds for purchase by companies or individuals in bolivars and then traded abroad to obtain FOREX. SICAD is also expected to be fed with US dollars from the National Development Fund, the Central Bank of Venezuela (BVV); and interested private companies. Barclay's estimates the Government will receive an additional 43 billion VEB through SICAD
Barclay's Capital estimates SICAD can sell around U$D 4.8 billion this year and projects an average parity of VEB 15. Based on these figures, they believe FOREX sales by government agencies can generate an additional 2% of GDP, which would be around VEB 43 billion. International reserves are down U$D 4.139 billion in the first half of 2013
Central Bank data reveals a drop in international reserves between January and June this year. Venezuela's international reserves were U$D 29.890 billion at the close of 2012 and were U$D 25.751 billion at the end of last month. Companies banned from settling pending debts with SICAD FOREX
Based on a BCV's resolution, private companies will be barred from using US dollars to meet liabilities arising from prior imports. Aura Palermo, director of the AP Consulting Group, says this means companies with foreign debts to suppliers undertaken after the Transaction System for Foreign Currency Denominated Securities (SITME) was shut down, will have no legal framework for meeting these liabilities. BCV activates its website link for SICAD applicants

The Central Bank of Venezuela (BCV) has activated its website link for enrolling individual bidders within the so-called Register of the Ancillary Foreign Currency Administration System (RUSICAD). The link rusicad.extra.bcv.org.ve/RUSICAD/se provides registration in order to bid for FOREX. Online procedures can be undertaken on weekdays from 8:00 a.m. to 3:00 p.m., according to the Central Bank. Gulf gasoline reached 3-week high on PDVSA plant outage
U.S. Gulf Coast gasoline strengthened to the smallest discount to futures in almost three weeks on speculation that a power failure at a Petroleos de Venezuela, S.A. refinery may boost exports. The discount for conventional, 85-octane gasoline, or CBOB, on the Gulf Coast tightened 0.75 cent to 19.75 cents a gallon versus New York Mercantile Exchange futures at 1:58 p.m., the lowest level since June 18, according to data compiled by Bloomberg. The conventional 87-octane grade gained 1 cent to a discount of 13.75 cents. The differentials shrank after PDVSA’s 355,000-barrel-a-day Curacao plant was hit by the outage yesterday. Blackout halted Isla oil refinery in Curacao
A blackout on the Caribbean island of Curacao temporarily halted operations at its 335,000 barrel per day (bpd) Isla oil refinery, workers at the facility said on Sunday. The refinery, which is crucial to the Dutch island nation's economy, is run by Venezuelan state oil company PDVSA. The power cut hit the whole of Curacao, the workers said, including the plant that provides Isla with electricity, water and steam. That plant is operated by the Curacao government. Workers at Isla said power began to return across the island within minutes of the blackout. PDVSA officials were not immediately available to comment on the stoppage. Chemical industry: Production lines are paralyzed by lack of supplies
Juan Pablo Olalquiaga, President of the Chemical and Petrochemical Industry Association says delays up to 180 days in acquiring FOREX have made it impossible to import supplies. "We cannot say companies have stopped, but the situation has caused production lines to stop for lack of supplies", he said - and added that FOREX deliveries have been insufficient to keep operations going in his industry. Panama's Martinelli in talks here with Maduro over Venezuelan debts: Venezuela is one of the key importers from Panama's Free Zone and Panamanian President Ricardo Martinelli is currently in Caracas to talk to his Venezuelan counterpart about the heavy debt Venezuelan companies owe the Free Zone. 116 thousand tons of food await offloading
Port activity during the second week in June show there are 116 thousand tons of primary food at bay on 5 vessels at Puerto Cabello. This includes 81 thousand tons of yellow corn and 25 thousand tons of crude sugar, as well as 1700 tons of toilet paper and 444 tons of base paper. Most of the pending imports have arrived from the United States. Snowden has formally requested asylum in Venezuela: President Nicolás Maduro says he received a formal petition for asylum from Edward Snowden, currently in the transit area of Moscow's Sheremetevo Airport. "We received a letter requesting asylum", said Maduro, and added that Snowden "will have to decide when he flies here." Snowden has also asked Nicaragua for asylum. When asked about possible US reprisals if Snowden is granted refuge, Maduro answers: "The US does not rule the world. We are a free and sovereign nation". THE ECONOMIST: A circus without a ringmaster. During the presidency of Hugo Chávez the domineering personality of the "Comandante" left no doubt as to who was in charge of Venezuela. By contrast Chávez’s successor, Nicolás Maduro has yet to convince people that he is the one running the show. His disputed, razor-thin election victory on April 14th undermined his legitimacy (indeed, the Supreme Court has yet to resolve the opposition’s claim of fraud). Now the president faces problems within the ranks of the ruling coalition, and in particular his United Socialist Party of Venezuela (PSUV). In the absence of Chávez, there are worries that the PSUV will turn out to be held together, as the colorful Venezuelan metaphor has it, “with parrot spit”. Managing rival factions has forced the PSUV to suspend internal party democracy and cancel all the primaries that were to have been held ahead of local elections, which have been postponed until December 8th. Maduro replaces entire military high command
Admiral Carmen Melendez has been named Admiral-in-Chief and Minister of Defense, making her the first female to head the country’s Armed Forces, as President Nicolas Maduro replaced the entire military high command. Melendez has several decades of experience, serving as Internal Management Director of the Office of the Presidency. Though she maintained close relations with Chavez, who promoted her to Admiral, Melendez has been described as a military "institutionalist". In 1992, she fought against Chavez’s unsuccessful military coup of President Carlos Andrés Pérez from the San Bernardino Naval Command in Caracas; and in 2002, during a brief coup against Chavez, she remained in the Miraflores presidential palace. She showed discomfort in an interview earlier upon being asked whether she belonged to the United Socialist Party of Venezuela (PSUV), the country’s largest left-wing party founded by Chavez in 2008. “I am an active member of the military,” she responded, explaining that those matters should be left to experts. Maduro later announced the appointment of Admiral Diego Molero Bellavia as ambassador of Venezuela to Brazil. He also announced the appointment of Major general Wilmer Barrientos as minister of the Office of the President and Major general Carlos Alcalá Cordones as head of the Central Region government. Five arrested for corruption in China Fund: President Nicolas Maduro has announced the arrest of 5 officials presumably responsible for embezzling U$D 84 million from the China-Venezuela Fund and the state owned Economic and Social Development Bank (BANDES). Cabello in China: National Assembly President Diosdado Cabello has begun an official visit to China saying "more cooperation among political forces is needed". He met first with his Chinese counterpart, Zhang Dejiang, President of China's Popular National Assembly, and with Wang Jiarui, Director of the International Department of China's Communist Party. Cabello also said China "can count on us as an important supplier of energy", but added: "where we are weakest is in the relationship between political parties, and part of my visit is to strengthen that area". Chavez mulls revamping currency controls as bolívar plunges
Venezuela is weighing changes to a central bank system used to control the foreign-exchange rate after the bolivar fell to a record in black-market trading, fueling speculation the currency will be devalued. The central bank is selling fewer dollars on the SITME system at a rate of 5.3 bolivars per U.S. dollar to limit its losses as the Venezuelan currency is trading above 13 in the unregulated market, said a government official with direct knowledge of the matter who spoke on condition of anonymity because no final decision has been made. The person declined to provide additional details other than saying scrapping the SITME was a possibility. An official source reports that economic authorities have ruled out the option of having the public exchange organization replace SITME. The decision still stands to keep SITME at a minimum operations level until a new devaluation takes place in January. US dollar supply through SITME lowest since 2010
Financial sources report a downturn in the supply of foreign exchange through the Transaction System for Foreign Currency Denominated Securities (SITME) due to insufficient bonds. Operations recorded by the Central Bank last Monday were U$D 18.79 million in debt bonds, the lowest figure since December 31, 2010, when U$D 18.26 million were traded. The amount ranks among the ten lowest transactions in the 596 days of operations so far through SITME, a system that has been running since June 9, 2010. Government and National Assembly discuss fiscal reform
Planning and Finance Minister Jorge Giordani again urged the National Assembly "to undertake an in-depth fiscal reform. Those who earn more will have to pay more." Immediately, the chair of the AN Finance Committee, Ricardo Sanguino, announced they are already working on such reform. "We are evaluating the best proposal to conduct the fiscal reform. We are taking a look at the effective tax laws and other laws that may be added so as to obtain funds from those who earn more. This does not mean income is insufficient. We are just making an assessment. We have not made any decision about the right timing," Sanguino elaborated. Venezuela will show full economic growth”, says Chávez
President Hugo Chávez says he has positive GDP data from the Central Bank, saying "Venezuela's economy continued to strengthen and will continue to strengthen". He did not reveal the final GDP figure for 2012. Venezuela among the least competitive nations
Chile is the leader for competitiveness among 18 Latin American countries, according to the Competitiveness Index established in October 2012 by the ADEN Competitiveness Institute. The information was disclosed by the Argentine research institution. Venezuela and Bolivia appear at the bottom of the ranking, "with different economic and social realities, yet with common problems of macroeconomic instability and institutional mishaps." Both countries have remained in these positions since the estimations began. A flash survey conducted by the National Industrial Council (CONINDUSTRIA) shows 93% of those polled believe Venezuela has a negative climate for investment. 37% said their level of investment remains the same, 33% lowered investment, and 32% increased investment during the second half of 2012. 62% of those polled says SITME is deficient in meeting their requirements. The Council also reports that 83% of the industries surveyed believe the main obstacle hindering growth is the lack of domestic raw material, while 73% pointed to the difficulties to purchase foreign exchange. The study included 200 companies. "For the first time in the last 10 years, the lack of raw material becomes the key factor that prevents the increase in production," said Carlos Larrazábal, the president of CONINDUSTRIA. Oil industry aims to contribute over U$D 400 billion dollars over the next six years
Oil production will contribute over U$D 400 billion dollars to National Treasury over the next six years, says Rafael Ramirez, president of state oil company PDVSA. With the goal of producing 4 million barrels of oil per day (bpd) and reaching the 6 million barrels by 2019, oil industry aims to achieve within the next six years a tax revenue similar to the U$D 450 billion dollars recorded over the past few years. Offloading takes 3 times as long at Venezuelan ports
33 ships at bay at Puerto Cabello are forcing the shipping community to double up on work schedules in order to meet requirements needed to bring in cargo. This means cargo ships at Venezuelan ports take three times the hours needed for offloading operations.  In addition to schedule disruption, shippers also have added personnel and maintenance expenses for excess hours at dock. At ports such as La Guaira, with slower operations due to work at 11 of their docks, ships take more than 96 hours offloading, despite having requested 26-30 hours from the port authority for such operations. Carabobo State Assemblyperson Neidy Rosal, a member of the Oversight Committee, says the Port of Puerto Cabello should declare a state of emergency, "which means it should work 24 hours daily in three shifts" due to increased imports. Government takes over Anglo American Nickel concession
Venezuela will take control of a nickel concession operated by Anglo American Plc (AAL) when it expires tomorrow, said an official from the Oil and Mines Ministry. The official briefed on the matter, who isn’t authorized to speak publicly, responded to questions today by e-mail. Concessions and permits for the London-based company’s Minera Loma de Niquel expire tomorrow, Claudia D’Amato, a Sao Paulo-based spokeswoman for Anglo American, said today in a telephone interview. The operation accounted for 13,400 metric tons of Anglo’s 29,100 tons of nickel production last year. Guayana region has ceased aluminum processing as SURAL, the national aluminum processing plant - with close to 350 employees - has remained paralyzed for the past 4 months and partially inactive during all of 2012. Other private plants that add value into the aluminum process are in a similar situation. PIANMECA is closed, and WESTALCA is operating at 8% capacity and has no future contracts. All of it is a result of the crisis at state owned VENALUM and ALCASA which has finally impacted private companies as well. Debate rages over Chavez's socialist plan
Three weeks after Chavez scolded his Cabinet for not starting the plan for "socialist communes" the debate rages on amid gubernatorial races scheduled for December 16th. While government representatives claim Chavez received a new mandate in the October 7th presidential elections, the opposition says the initiative aims at eliminating regional authority. Opposition leader Henrique Capriles Radonski, running for reelection as Governor of Miranda, says "the Constitution cannot be clearer: It says Venezuela is a federal and decentralized state, which is not someone's whim. Our main charter calls for municipalities and state governments and anything that goes against this is unconstitutional." His opponent, former Vice President Elías Jaua says that on October 7th the people also "elected the Second Socialist plan". In the meantime, National Assembly President Diosdado Cabello has denied any intention of eliminating municipalities and state government. Venezuela was elected to the UN Human Rights Council 2013-2016, by 154 out of 194 votes.

Venezuela, the bane of human rights
New members have been selected for the United Nations Human Rights Council, the top-level group for the protection and promotion of human rights. Its members have not always been paragons of respect for human dignity. Those leaving the 47-member council at the end of this year include China, Cuba and Russia. But up for a seat this time is a truly unqualified candidate, Venezuela. Its strongman president, Hugo Chávez, has brazenly trampled human rights in his quest for power and political control. A new member must get at least a majority, or 97 votes, from the General Assembly. Since the council was created in 2006, the assembly has never voted down a candidate, according to Freedom House. Some candidates, such as Sudan, have dropped their bids in the face of opposition. But the assembly selected Moammar Gaddafi’s Libya.
