Chavez mulls revamping currency controls as bolívar plunges
Venezuela is weighing changes to a central bank system used to control the foreign-exchange rate after the bolivar fell to a record in black-market trading, fueling speculation the currency will be devalued. The central bank is selling fewer dollars on the SITME system at a rate of 5.3 bolivars per U.S. dollar to limit its losses as the Venezuelan currency is trading above 13 in the unregulated market, said a government official with direct knowledge of the matter who spoke on condition of anonymity because no final decision has been made. The person declined to provide additional details other than saying scrapping the SITME was a possibility. An official source reports that economic authorities have ruled out the option of having the public exchange organization replace SITME. The decision still stands to keep SITME at a minimum operations level until a new devaluation takes place in January. US dollar supply through SITME lowest since 2010
Financial sources report a downturn in the supply of foreign exchange through the Transaction System for Foreign Currency Denominated Securities (SITME) due to insufficient bonds. Operations recorded by the Central Bank last Monday were U$D 18.79 million in debt bonds, the lowest figure since December 31, 2010, when U$D 18.26 million were traded. The amount ranks among the ten lowest transactions in the 596 days of operations so far through SITME, a system that has been running since June 9, 2010. Government and National Assembly discuss fiscal reform
Planning and Finance Minister Jorge Giordani again urged the National Assembly "to undertake an in-depth fiscal reform. Those who earn more will have to pay more." Immediately, the chair of the AN Finance Committee, Ricardo Sanguino, announced they are already working on such reform. "We are evaluating the best proposal to conduct the fiscal reform. We are taking a look at the effective tax laws and other laws that may be added so as to obtain funds from those who earn more. This does not mean income is insufficient. We are just making an assessment. We have not made any decision about the right timing," Sanguino elaborated. Venezuela will show full economic growth”, says Chávez
President Hugo Chávez says he has positive GDP data from the Central Bank, saying "Venezuela's economy continued to strengthen and will continue to strengthen". He did not reveal the final GDP figure for 2012. Venezuela among the least competitive nations
Chile is the leader for competitiveness among 18 Latin American countries, according to the Competitiveness Index established in October 2012 by the ADEN Competitiveness Institute. The information was disclosed by the Argentine research institution. Venezuela and Bolivia appear at the bottom of the ranking, "with different economic and social realities, yet with common problems of macroeconomic instability and institutional mishaps." Both countries have remained in these positions since the estimations began. 93% of business polled sees negative investment climate; 83% of industry hit by lack of material
A flash survey conducted by the National Industrial Council (CONINDUSTRIA) shows 93% of those polled believe Venezuela has a negative climate for investment. 37% said their level of investment remains the same, 33% lowered investment, and 32% increased investment during the second half of 2012. 62% of those polled says SITME is deficient in meeting their requirements. The Council also reports that 83% of the industries surveyed believe the main obstacle hindering growth is the lack of domestic raw material, while 73% pointed to the difficulties to purchase foreign exchange. The study included 200 companies. "For the first time in the last 10 years, the lack of raw material becomes the key factor that prevents the increase in production," said Carlos Larrazábal, the president of CONINDUSTRIA. Oil industry aims to contribute over U$D 400 billion dollars over the next six years
Oil production will contribute over U$D 400 billion dollars to National Treasury over the next six years, says Rafael Ramirez, president of state oil company PDVSA. With the goal of producing 4 million barrels of oil per day (bpd) and reaching the 6 million barrels by 2019, oil industry aims to achieve within the next six years a tax revenue similar to the U$D 450 billion dollars recorded over the past few years. PDVSA plans to raise daily natural gas production to 9.214 million cubic feet by 2014, says company planning director Faddy Kaboul, who also said the goal is to reach 11.947 cubic feet by 2019. MERCOSUR customs agreement will be ready by December, according to Isabel Delgado, Executive Secretary of the Presidential Committee for entry into the organization, in order to be signed at the December 7th MERCOSUR presidential summit. 51% of local industry views MERCOSUR as a threat, according to a poll taken by the National Industrial Council (CONINDUSTRIA) which shows 51% of respondents believe their business will be hurt by competition from Brazilian products. Offloading takes 3 times as long at Venezuelan ports
33 ships at bay at Puerto Cabello are forcing the shipping community to double up on work schedules in order to meet requirements needed to bring in cargo. This means cargo ships at Venezuelan ports take three times the hours needed for offloading operations.  In addition to schedule disruption, shippers also have added personnel and maintenance expenses for excess hours at dock. At ports such as La Guaira, with slower operations due to work at 11 of their docks, ships take more than 96 hours offloading, despite having requested 26-30 hours from the port authority for such operations. Carabobo State Assemblyperson Neidy Rosal, a member of the Oversight Committee, says the Port of Puerto Cabello should declare a state of emergency, "which means it should work 24 hours daily in three shifts" due to increased imports. Contingency plans established at La Guaira port after talks between authorities and shippers, include joint inspections
by port, tax and exchange control authorities. Eddy Meayke, President of the Shippers Association says this has increased daily dispatch of containers from 440 to 650. US says there are substantial issues to discuss with Venezuela
For the United States, getting diplomatic relations back to normal is an important issue, William Ostick, spokesperson of the US Department of State for Latin America, said on Tuesday. "We have important issues to discuss with the Government of Venezuela," the spokesperson told AFP. "I cannot anticipate when both governments will be prepared to exchange ambassadors." Chavez rules out call for Constituent Assembly
President Chavez has called upon middle classes to help build the five areas of the Second National Socialist Plan for 2013-19, and says "the invitation is also for those who are not revolutionaries but have intellect to contribute, middle class professionals". He said the opposition is lying as it tries to stop the "constituent process" and said his regime does not seek to call a Constituent Assembly in order to eliminate state governments and municipal authority. Government domestic debt increased 64% in 10 months

Domestic production lags skyrocketing sales
Venezuela has had high inflation over the past three decades as sales outstrip domestic production. Now inflation has slowed down due to vast imports. Data from the Central Bank of Venezuela (BCV) for the first seven months of the year show retail sales grew 8.71% over the same period in 2011. SEC report shows Venezuela's national iron and steel industry advanced only 17% in six years
According to information supplied by the Venezuelan government to the US Securities and Exchange Commission (SEC) in the annual management report, by September 2012, the project on the National Steel and Iron Social Production Enterprise "was completed approximately by 17%" over the past six years. PDVSA's Isla Refinery in Curacao began the process to re-initiate its catalytic cracking unit after four months, said the refinery’s union chief Ángelo Meier on Monday. The 335,000 barrels per day (bpd) capacity facility has operated at half-speed this year due to frequent failures in water, vapor and electricity services. Venezuela's oil basket shrank to U$D 96.38 per barrel this week, slipping U$D 1.18, according to the Ministry of Petroleum and Mining. US may end oil imports by 2017
According to estimates by the London based International Energy Agency in its World Energy Outlook 2012, the US may lead the world in oil production - above Saudi Arabia - as it accesses light oil deposits through new technology and reaches 11 million BPD of crude oil production by 2017, a development which could seriously impact markets. Government takes over Anglo American Nickel concession
Venezuela will take control of a nickel concession operated by Anglo American Plc (AAL) when it expires tomorrow, said an official from the Oil and Mines Ministry. The official briefed on the matter, who isn’t authorized to speak publicly, responded to questions today by e-mail. Concessions and permits for the London-based company’s Minera Loma de Niquel expire tomorrow, Claudia D’Amato, a Sao Paulo-based spokeswoman for Anglo American, said today in a telephone interview. The operation accounted for 13,400 metric tons of Anglo’s 29,100 tons of nickel production last year. Guayana region has ceased aluminum processing as SURAL, the national aluminum processing plant - with close to 350 employees - has remained paralyzed for the past 4 months and partially inactive during all of 2012. Other private plants that add value into the aluminum process are in a similar situation. PIANMECA is closed, and WESTALCA is operating at 8% capacity and has no future contracts. All of it is a result of the crisis at state owned VENALUM and ALCASA which has finally impacted private companies as well. Vice President and Foreign Minister Nicolás Maduro says the government hopes that relations with the US can be based on respect, equal rights and non intervention into internal affairs. Debate rages over Chavez's socialist plan
Three weeks after Chavez scolded his Cabinet for not starting the plan for "socialist communes" the debate rages on amid gubernatorial races scheduled for December 16th. While government representatives claim Chavez received a new mandate in the October 7th presidential elections, the opposition says the initiative aims at eliminating regional authority. Opposition leader Henrique Capriles Radonski, running for reelection as Governor of Miranda, says "the Constitution cannot be clearer: It says Venezuela is a federal and decentralized state, which is not someone's whim. Our main charter calls for municipalities and state governments and anything that goes against this is unconstitutional." His opponent, former Vice President Elías Jaua says that on October 7th the people also "elected the Second Socialist plan". In the meantime, National Assembly President Diosdado Cabello has denied any intention of eliminating municipalities and state government. Venezuela was elected to the UN Human Rights Council 2013-2016, by 154 out of 194 votes.

Venezuela, the bane of human rights
New members have been selected for the United Nations Human Rights Council, the top-level group for the protection and promotion of human rights. Its members have not always been paragons of respect for human dignity. Those leaving the 47-member council at the end of this year include China, Cuba and Russia. But up for a seat this time is a truly unqualified candidate, Venezuela. Its strongman president, Hugo Chávez, has brazenly trampled human rights in his quest for power and political control. A new member must get at least a majority, or 97 votes, from the General Assembly. Since the council was created in 2006, the assembly has never voted down a candidate, according to Freedom House. Some candidates, such as Sudan, have dropped their bids in the face of opposition. But the assembly selected Moammar Gaddafi’s Libya. Venezuela repays nearly half of U$D36 billion in Chinese loans
Venezuela has repaid close to half of U$D 36 billion borrowed from China through oil-for-financing agreements, says Oil Minister Rafael Ramirez. The government of President Hugo Chavez has increasingly relied on China for financing because its borrowing costs in international capital markets are among the highest in the world. "We've received U$D 36 billion through credits with China ... and of that, we've paid U$D 17.9 billion," Ramirez said during a congressional hearing. Exxon, Conoco arbitration rulings expected in late 2013
Venezuela expects international arbitration rulings by late 2013 in multi-billion-dollar claims by Exxon Mobil and ConocoPhillips over nationalizations by President Hugo Chavez's government, the oil minister said. Of more than 20 cases against Venezuela at the World Bank and the International Chamber of Commerce's panels, the biggest involve Conoco (COP.N) and Exxon Mobil Corp (XOM.N), which are seeking some U$D40 billion between them. Both companies filed for arbitration after Chavez ordered foreign firms to slash their stakes in production and upgrading projects for heavy crude oil in the Orinoco Belt as part of a 2007 wave of state takeovers. "We don't expect resolutions this year. Probably the biggest cases (Conoco and Exxon) will be resolved in the second half of 2013," Oil Minister Rafael Ramirez told Reuters. Inflation down for the 10th consecutive month
The annual rate of the National Consumer Price Index (NCPI) was 17.9% in October, far below the 2012 target of 20-22% set by the government. The Central Bank and National Statistics Institutes report that "this annual rate maintains the downward trend observed for 10 consecutive months, which began in December 2011 at 27.6%". Central Bank says gold sale ensures profits
The Central Bank sold 4.9 tons of gold out of its reserves, and Nelson Merentes, president of the institution, says such operations yield profit to the bank. He stressed that the gold price has been on the rise since 2006. Today it is worth U$D 1,720 per ounce, an upward trend that favors transactions. He added that the institution buys gold in local currency (bolívares) at U$D 900 and then it sells it at U$D 1,700. "They all do the same; all banks must generate profits." Central bank aid to PDVSA at U$D 29 billion
Financial assistance to state-owned oil company PDVSA by the Central Bank (BCV) continues to rise. BCV data shows that by the end of October, the financial institution's aid to the oil company increased by 79% over the last 12 months. By October 26, the BCV had allocated U$D 29 billion to Pdvsa, compared to only U$D 16.2 billion during the same period in 2011. PDVSA to contribute U$D 60 billion in taxes and to social programs this year
PDVSA says its contributions to the tax authority and to social programs will reach U$D 60.3 billion this year. Oil and Mining Minister, and also PDVSA President Rafael Ramirez also told the National Assembly that 26% of the funds it turns over to the government are going to the National Development Fund (FONDEN), which is 11% above contributions made last year. Oil prices will determine the exchange rate adjustment in 2013, says ECOANALÍTICA Director Asdrúbal Oliveros, who says the "impending reality" is that the CADIVI rate should adjust from U$D4.30 a U$D 6,30; and SITME'S up to U$D 7.50. He says an alternate way would be to leave the CADIVI rate as is and raise SITME'S to U$D 9. In either case it would be an average devaluation of 46% for a net impact of VEB 84.6 billion, which would give the Government added funds for public spending. A Russian company  in the consortium working the Orinoco Belt abandons project
The board of directors of the fourth greatest oil producer in Russia, SURGUTNEFTEGAZ, voted for pulling out of the Russian consortium that operates in the Orinoco Oil Belt, its last project abroad, said the company on Wednesday. Amuay refinery operations seen normal by year-end
The 645,000 barrel per day (bpd) Amuay refinery should be operating normally at about 500,000 bpd by year-end once it finishes repairs to a distillation unit damaged by an explosion in August, the country's energy minister said.
State oil company PDVSA had initially said the August 25 blast that killed more than 40 people had only affected storage tanks of its largest refinery. Amuay has been operating at around 50% capacity since then. Rafael Ramirez, who is also PDVSA president, told Reuters that Amuay's management determined that the explosion had damaged a furnace at an 180,000 bpd facility, one of five distillation units at Amuay. "The (replacement parts) arrive in December, and about three weeks after that we should have that unit in service, so we can reach the operational level the refinery was at before the incident, which was about 500,000 barrels per day," he said. SIDOR losses around U$D 580 million; steel rod production down 29.4%
The SIDOR government steel complex is registering around U$D 580 million in losses to date, and year end production is expected to be at 1.8 million tons of liquid steel - down from a 4.3 million ton capacity - according to company director Pedro Acuña Grahan, who represents class B stockholders. Acuña called for an audit and assigning responsibilities for losses. He says when the government took over the company its assets were above U$D 3.4 billion and it now is in debt for more than U$D 900 million and decay is such that capacity is down 50%, and the technology infrastructure has been partially destroyed.  In the meantime, steel rod production - essential for public and private housing construction plans - is reported down 29.4% in October. SIDOR has a 50% share of the steel market. Venezuela imports from the US steadily rising
The US Department of Commerce reports Venezuela's imports from the US rose 71.6% during the last year, with U$D 2025 billion in September, up from U$D 1179 billion during the same month last year. January to September totals U$D 12.869 billion, which is above the amount for all of 2011. 521 public protests in October nationwide
The Venezuelan Watch Group on Social Conflict (OVCS) reports in October alone there were 521 protest demonstrations and 11 strikes, which make it the most conflict ridden month to date this year. 204 protests were about labor rights, 197 over housing, 106 over crime and justice; and 14 over education problems. SITME transactions rose by 56%, as CADIVI operations remain stagnant
According to the Síntesis Financiera publication, CADIVI approved U$D 22.9 in foreign exchange operations, only 4.6% above the same time frame in 2011; wile SITME approved U$D 6.8 billion, rising by 56%. This trend indicates imports are moving toward the SITME system, which uses VEB 5.30 to the U$D as a reference. Formal employment slowing down in Venezuela, according to the Labor Situation Report for Latin America and the Caribbean, prepared jointly by the UN Commission for Latin America and the International Labor Organization. Gasoline imports from the US jump to 34,000 bpd in August
Data released by the US Department of Energy shows that Venezuela purchased gasoline made in the US consistently from December 2011 through August 2012. March was the only exception. Most recent information from August this year, indicates that the US dispatched 34,000 gasoline barrels per day to Venezuela in that month. It was the highest figure since February 2003, when Venezuela imported 36,000 barrels of gasoline from the US amid a temporary halt in the operations of the oil industry caused by a national civic strike. Fuel imports from Colombia rose by 91% this year, according to Colombia's National Statistics Department (DANE), which indicates Venezuela imported U$D 402.5 million in fuel this year, and are the top trade item between both countries.  Venezuela also imported U$D 214 million in animal stock and related products, and U$D 199 million in chemicals. PDVSA also comes up empty off Cuba
A well drilled by state oil giant PDVSA in Cuban waters of the Gulf of Mexico also has turned up dry, the Communist-ruled island’s official media reported Friday. This latest well, drilled with the Chinese-built Scarabeo 9 rig, “offers no possibility for commercial development,” the press reported Friday, citing a statement by Cuban state oil firm CUBAPETROLEO. TNK-BP production up in Venezuela
Russian energy company TNK-BP said oil production from its joint venture in Venezuela increased 18% during the first nine months of the year. PETROMONAGAS, a joint venture between TNK-BP and Venezuelan state energy company Petroleos de Venezuela, or PDVSA, was 35.5 million barrels through September, an 18% increase from the same time last year. Boris Zilbermints, a vice president for international projects at TNK-BP, said Venezuela is key to the company's overseas portfolio. Aluminum industry operates at 29% capacity
Primary aluminum output in Guayana, south Venezuela, continues to dwindle. Aluminum makers Venalum and CVG Alcasa comprise 1,301 cells, yet only 387 cells are operative. Both companies are running at 29% of their installed capacity. Operating problems are due to unsolved shortages of spare parts and raw material. Moreover, nearly 40% of personnel is absent amid poor transportation. In CVG Alcasa, low availability of cranes is accountable for production decline. Steel and cement to be imported by "socialist" builders, says Gerson Hernández, head of the Bolivarian Construction Chamber, who indicated housing projects for next year require additional inputs. He indicated negotiations are under way to import 180 thousand metric tons of steel and 100 thousand metric tons of cement from countries such as Argentina, Perú and Italy. Agricultural imports rose 99.6% in one year, according to the National Statistics Institute (INE), which indicated purchases abroad in these items rose to U$D 2.533 billion during the first semester this year, up from U$D 1.269 billion during the first semester 2011. Imports from Colombia up 70% in January-August
Venezuela-Colombia bilateral trade has been reactivated, clearly benefiting Colombian entrepreneurs in view of the rapid rise of sales to Venezuela. Data handled by the National Administrative Statistics Department of Colombia (DANE) shows that from January through August this year, Venezuela purchased U$D 1.77 billion in goods from Colombia, that is, 70% above the figure recorded during the same period in 2011 (U$D 1.04 billion). Meanwhile, Venezuelan exports to Colombia are growing at a much slower pace, reporting only a 12.3% increase from January through August 2012. Incoming cargo processing can take 20 to 30 days due to excessive controls, according to Cipriana Ramos, president of Fedecámaras in Vargas state. She said controls applied by CADIVI, SENIAT, sanitary authorities, the National Guard, Customs and the Agriculture Health Institute also bring on added cost. She says that at La Guaira Port the waiting period can go up to around 30 days.
