Forty-six products exempted from import tariffs

For at least one year, 46 products of mass consumption will be exempted from import tariffs in Venezuela under a joint resolution of the Ministry of Trade, Economy and Finances and the Ministry of Agriculture and Lands. Import tariff privileges have been granted through July 31, 2016. The ministries involved, along with the National Center for Foreign Trade (CENCOEX) and the National Center of Food Balance (CENBAL), may update the list of goods as provided in the resolution and if necessary. Imports from Colombia down 40.5% in July

Venezuela seizes US$1.5 million in oil equipment set to be smuggled to Colombia

Government sources say Venezuelan police seized two trucks loaded with US$ 1.5 million in oil equipment that was to be smuggled into neighboring Colombia. Tubes for oil extraction and production belonging to state-run oil company PDVSA were uncovered in the western state of Zulia, the country's traditional crude-producing area that sits at the contraband-rife border with Colombia. Police started investigating following a report there was a plan to steal equipment from PDVSA's Topomoro production area, the Zulia state government said in a statement at the weekend. Russia, Venezuela did not reach agreement on supporting global oil prices

Russia and Venezuela did not reach agreement on measures to support global oil prices, Russian Energy Minister Alexander Novak told reporters on Friday. Russia and Venezuela need to combine efforts to lift oil prices, President Vladimir Putin told his Venezuelan counterpart Nicolas Maduro on Thursday, but refused to spell out any specific action, including output cuts. "No, consultations will go on," Novak said when asked how talks went and if any decision was taken. In Qatar, Maduro pushes for OPEC heads of state summit

President Nicolas Maduro has suggested to the Emir of Qatar a summit for heads of state of OPEC countries to defend oil prices, an idea he said the leader of the Arab Gulf state "liked". "I made the proposal, he liked the idea, he said he was in agreement with the idea, and as president of our organization for summits he will make the necessary consultations," Maduro said. Maduro met with the emir, Sheikh Tamim bin Hamad al-Thani during his visit to OPEC nation Qatar, and says he also suggested non-OPEC countries, which include Russia, take part. Oil price slump will worsen next year once the US sanctions against Iran are completely lifted and its crude oil feeds the international market, according to internationalist Kenneth Ramírez. After setting new low for 2015, Venezuela oil price bounces

After falling to a new low for the year the previous week, Venezuela's weekly oil basket price bounced hard as oil prices around the world rebounded from their lows. According to figures released by the Ministry of Energy and Petroleum, the average price of Venezuelan crude sold by Petroleos de Venezuela S.A. (PDVSA) during the week ending September 4 was US$ 42.66, up US$ 6.50 from the previous week's US$ 36.48. Venezuela loses US refinery as ConocoPhillips ICC award enforced in US Court

A U.S. Federal Court has upheld U.S. enforcement of an International Chamber of Commerce (ICC) arbitration agreeing that U.S. oil giant ConocoPhillips has the right to take Venezuela state oil company PDVSA's 50% stake in a delayed coking unit at the Sweeny refinery in Old Ocean, Texas. Venezuela now has 30 days to appeal. The 70,000 barrel-per-day coking unit was originally owned by Merey Sweeny LP, a joint venture between PDVSA and Phillips. When Venezuela failed to supply its contractually agreed amount of crude, ConocoPhillips announced it was exercising its right to buy out its deficient partner. "Because Venezuela had breached the contract by not supplying crude and also not contributing further investment to the venture, ConocoPhillips was able to take PDVSA's share of the refinery for literally zero - free -- as a result of the way the contract was written," says Russ Dallen, an international lawyer who follows Venezuela's cases as head of investment bank Caracas Capital Markets. "Venezuela's 50% stake in Sweeney was valued between US$ 352 million and US$ 540 million." ConocoPhillips is in several multibillion dollar suits against Venezuela and PDVSA, after President Hugo Chavez expropriated its investments and companies in Venezuela. ICSID found Venezuela liable for the expropriations without compensation in 2013 and is now arbitrating damages that are expected to be around US$ 5 billion. ConocoPhillips has also filed a contractual claim for losses from the expropriations before the ICC. PDVSA has US$ 3 billion to pay off its bonds and pay the 2015 PETROBONO, maturing in October, according to Barclays Capital. According to the firm, PDVSA’s strategy of repurchasing and withdrawing bonds maturing in the short-term from the international market has had a positive effect. Government debt to the automotive sector is US$ 3 billion, including debts from 2012, 2013 and 2014, according to the Nueva Esparta State’s Automobile Distributors’ Association’s (ADANE) head Gabriel Briceño. August inflation pegged at 8.9%

According to a source close to Venezuela's Central Bank, August inflation was 8.9%, year to date inflation is 106.5% and projected annual inflation is up to 150.4%. FORBES: Venezuela doesn't quite have hyperinflation yet but it's getting there

We have no strict official definition of hyperinflation but the usual rule of thumb is that an inflation rate of over 50% a month qualifies for the hyper- not just the inflation. And with estimates of Venezuela’s annual inflation rate running in the 700 to 800% sort of range the country’s not that far off the joy of joining Zimbabwe, post-WWII Hungary and Weimar Germany in the hall of shame. Hyperinflation isn’t so much when there’s too much money chasing the goods: it’s when the system flips over to the velocity of money circulation increasing that’s the identifying point. What we need there is that V change and change considerably. People see the inflation: people are not, contrary to rumor, in aggregate dumb. So, they see that money is going to be worth less in a month, or a week. So, they spend it now. On anything. Absolutely anything at all. So, if hyperinflation does appear then that’s the end for that particular currency, one way or the other. And Venezuela does appear to be on the verge of it: we’re just going to have to wait and see whether we get that change in V as people desperately buy anything at all with the paper currency they have at hand. Central Bank has placed US$ 3.4 billion in 2015

As a part of its policy aimed at lessening monetary liquidity, the Central Bank of Venezuela (BCV) has placed approximately US$ 3.4 billion in "Directo BCV" investment notes to date in 2015.
Based on its numbers, monetary liquidity or means of payment of the economy has expanded about 44.5%. As a result, at August 21, the balance stood at US$ 45.9 trillion, a hike of US$ 140 billion.
Expansion took place as international reserves, the main source of liquidity, plunged.

Venezuela’s economy is in tatters — and its border crisis could destabilize the region

Less than four months before crucial elections that may make or break its legislative advantage, the government of President Nicolas Maduro has embarked on an effort to clamp down the country’s western border with Colombia. The ultimate consequences of the “state of emergency” imposed on western border areas remain unclear, but the country's current situation threatens the rattle the overall stability of the region, particularly that of Colombia. Maduro’s approval rating has slipped below 25%, and his efforts to crackdown on smuggling and direct popular frustration are likely meant to shift blame away from his government. Observers and members of Venezuela’s opposition have suggested Maduro is only stoking tensions to influence elections in December. There is also substantial evidence that Venezuelan military forces have worked with criminal gangs and other delinquent groups in drug trafficking and smuggling operations. Recent events indicate that international assistance is not forthcoming. Colombia has requested that the Organization of American States call a high-level summit on the issue — a request the OAS did not approve. And Colombian officials independent of the Santos administration have also called for Maduro to stand before the International Criminal Court. Colombia's Santos accepts Uruguay as mediator for talks with Maduro, sets preconditions

Colombian President Juan Manuel Santos says he has accepted an offer from the President of Uruguay to be the mediator in the border conflict with Venezuela and facilitate a dialogue with President Nicolas Maduro. He says he suggested the meeting could take place in Montevideo if necessary. He added that "from the first day" when Venezuela ordered the border closed in Táchira state he tried "to talk to Maduro, but it was not possible". Santos had previously set three conditions to meet with Maduro: a) opening a humanitarian corridor so that over 2000 children across the border can attend school in Colombia. This appears to have been done. b) returning the belongings of over 11,000 Colombians that have been deported or left Venezuela voluntarily; and c) the Venezuelan government must "abide by minimum conventions and not mistreat Colombians who are being deported." Maduro had previously challenged Santos to not be afraid and talk "face to face"..."wherever, whenever and however he likes".  "Do not run away any more. Maduro orders the border shut in Zulia state as well

President Nicolás Maduro has ordered Venezuela's border with Colombia to shut down at its other major pass, in the state of Zulia. OAS calls for joint efforts to settle border crisis

OAS Secretary General Luis Almagro visited the Colombian border city of Cúcuta, and urged the governments of Colombia and Venezuela to bring peace to the citizens through dialogue. Pope sees "hope" for Colombia-Venezuela border spat as bishops meet

Pope Francis says a meeting between Colombian and Venezuelan bishops was a clear sign of hope in a border dispute that has seen some 16,000 Colombians leave their adopted home.  "The bishops of Venezuela and Colombia have met in recent days to analyze together the painful situation that has sprung up on the border between the two countries," the Argentine pontiff said. Maduro names new ministers on Twitter from Qatar

President Nicolas Maduro took to Twitter to appoint new ministers after extending an international tour for “solid” oil prices to Qatar. Maduro, who arrived in Doha by surprise after traveling to Vietnam and China earlier this week, named Jesus Salazar as minister of the presidency, Clara Vidal as indigenous peoples minister, and Rodulfo Perez as education minister, among other appointments. Maduro said the appointments will allow the replaced ministers to focus on National Assembly elections set for December. Inter American Human Rights Court says Venezuela must restore RCTV frequency

The Inter American Human Rights Court has ordered the Venezuelan government to restore the frequency for Radio Caracas Television (RCTV), Channel 2, on the basis that the regime sought to "silence critical voices" when ordered the station shut down in May 2007. The Court found that the government here violated the rights to seek and receive information, of the company, its workers, and all Venezuelans. 46 basic food items are exempt from import taxes

A total of 46 basic food items were exempted from import customs duties, according to a joint resolution of the Ministries of Food, Agriculture and Economy and CENCOEX. Coffee, sugar, rice, oil, tuna, palm hearts, meat and milk are some of the products that top the list of foods free of customs duties. No breakthrough seen at Russia-Venezuela oil meeting

A meeting between Russian President Vladimir Putin and his Venezuelan counterpart Nicolas Maduro, during which they will discuss stabilizing oil prices, is unlikely to yield any concrete results, a senior Russian source said. Putin and Maduro will attend a military parade in Beijing marking 70 years since the end of World War Two in Asia. They will hold a bilateral meeting to discuss "possible mutual steps" to stabilize global oil prices, according to the Kremlin. Russia, one of the world's top oil producers, so far has been unwilling to deliberately cut its crude oil output to support prices, saying it would later be virtually impossible to restart pumping oil at wells that mostly sit in the harsh climate of Siberia. Over 100 tons of tuna have arrived at port on the Venezuela fishing vessel Francisco de Miranda, according to Agriculture and Land Minister General Carlos Osorio. POLAR's packing plant has been paralyzed for 35 days for lack of material to manufacture cans needed for packing juices, malts and soft drinks. The material is due to arrive from Germany, and in the meantime 150 workers are on home leave. Venezuela announces US$ 5 billion Chinese loan for oil sector

President Nicolas Maduro announced China has granted his government a US$ 5 billion loan to boost oil output here. "We have signed a special program for a US$ 5 billion loan to progressively increase oil production in the coming months," Maduro said. The two countries will negotiate "joint projects in the areas of reconnecting oil wells and services associated with crude production," says Maduro. Maduro said the loan was destined "to increase oil production in a gradual way in coming months," without providing further details. A source at Venezuelan state-run oil company PDVSA reported that China was set to extend a "special" US$ 5 billion loan that would likely stipulate hiring Chinese companies to boost output in the company's mature oil fields. China also agreed to a gold mining deal and a joint development plan through 2025, according to Maduro, who traveled on August 29 to China and Vietnam, saying the trip was aimed at "seeking support in these difficult times." China's loans to Venezuela now stand at US$ 56.691 billion. Border and migratory conflict with Colombia continues:

  • President Nicolas Maduro announced he will continue taking "structural and radical" measures at the country's border as his government decided to expand state of emergency over the entire border state of Táchira.
  • At the same time, Maduro expressed his wish to talk directly to Colombian President Juan Manuel Santos.
  • UNASUR Secretary General, former Colombian President Ernesto Samper also proposed a bilateral meeting between Maduro and Santos.
  • Vice President Jorge Arreaza says the Maduro regime is "evaluating" imposing similar restrictions along the border in Zulia state.
  • National Assembly President, Lieutenant Diosdado Cabello also said the regime is thinking of decreeing a state of siege in some other parts of the border, in the states of Apure and Zulia.
  • Colombian President Juan Manuel Santos has described his Venezuelan counterpart Nicolás Maduro's claims of an alleged plot to assassinate him with "the consent" of Bogotá as "absurd", and attributed shortages and devaluation to the failure of the Venezuelan economic model.
  • Opposition leader Henrique Capriles warns Colombia's Santos to avoid Maduro's diversionary trap: "The Venezuelan regime, headed by Nicolás Maduro, is trying to provoke the Colombian government" in an effort to distract attention from the domestic crisis.
  • Ambassadors to Colombia from more than 20 countries and a representative of the Organization of American States (OAS) have visited the city of Cúcuta, on the border with Venezuela, to ascertain the effects of a migration crisis between the two countries.

UN Mission remains in Guyana where they have met with that country’s authorities over the territorial dispute with Venezuela, and is expected to immediately travel to Caracas. Spain's Senate presses for freeing political prisoners in Venezuela

Spain's Senate has passed a motion urging that nation's government to press Nicolás Maduro for freeing 75 political prisoners "as soon as possible". There were 234 votes in favor of the motion, one against, and 5 abstentions. The resolution also urges the government to send observers under the aegis of the European Union to guarantee credibility of parliamentary elections here. Lilian Tintori meets with John Kerry, López sentence expected momentarily

Lilian Tintori, the wife of opposition leader Leopoldo López, has met with US Secretary of State John Kerry to apprise him of the current status of a lawsuit against the Venezuelan opposition leader and coordinator of Voluntad Popular (People's Will) party. Earlier, the closing arguments in the trial against López had been presented, where, according to the counsel for the defense, there was no evidence of any links between the defendant and the violent events that occurred in Venezuela in 2014. Tintori also advocated the release of all Venezuelan political prisoners and respect for human beings. Seven ministers and other officials must resign this week to run for the National Assembly

Venezuela's election watchdog NGO SUMATE has warned that according to the law seven Cabinet members and other officials must resign by September 6th if they mean to run for the National Assembly. This includes the Ministers of Housing and Habitat, Education, Oil and Mining, President's Secretariat, Land Transport, Communes, and Indigenous People. It also includes the mayors of San Francisco (Zulia) and Guanare (Portuguesa), and First Lady Cilia Flores, who heads social programs, and the wives of the governors of Nueva Esparta and Táchira. Venezuela sends 13 tons of food to homeless in Dominica

Venezuela has shipped a third cargo with humanitarian aid to Dominica, for a total of 13 tons of food for the people hit by the passage of Erika tropical storm in the Caribbean island. The cargo "consists of 10 tons of medicines, food and drinking water," said Venezuela´s Minister of the Interior, Justice and Peace General Gustavo González. It follows an initial shipment carried in a military helicopter last week, when the storm took a toll of at least 31 people dead and dozens of missing people in Dominica. Russia's Putin, Venezuela's Maduro to discuss oil price stabilization

Russian President Vladimir Putin and his Venezuelan counterpart Nicolas Maduro will discuss "possible mutual steps" to stabilise global oil prices during a visit to China this week, according to a Kremlin aide. Putin and Maduro will attend a military parade in Beijing marking 70 years since the end of World War Two in Asia. Kremlin aide Yury Ushakov said the steps would be discussed as part of Moscow's cooperation with OPEC. He did not give any further details. The price of oil, Russia's chief commodity export, have halved since last year to trade below US$ 50 per barrel, helping send the Russian economy into recession. Venezuela oil price falls to new 2015 low

Venezuela's weekly oil basket price fell to a new low for 2015 as oil prices slipped in international markets on worries of an economic slowdown in China and stock market crashes spread around the world before stabilizing toward the end of the week. According to figures released by the Ministry of Energy and Petroleum, the average price of Venezuelan crude sold by Petroleos de Venezuela S.A. (PDVSA) during the week ending August 28 was US$ 36.48, down US$ 3.14 from the previous week's US$ 39.62. Adjustment of gasoline price back on the table

The issue of a minimum adjustment of the gasoline price closer to international prices gains momentum.
This would prevent the drainage of approximately 150,000 liters of gasoline per day, which are subsequently bought by Ecopetrol and injected in the Colombian economy, according to pro regime oil expert David Paravisini.
"The decision about the adjustment is not at all easy. Although that debate is going on inside the government, it is right that President (Nicolás) Maduro disclosed it," Paravisini said.

Maduro in China to seek financial support

President Nicolás Maduro has arrived in China along with General Rodolfo Marco Torres, his Vice President for Economic Affairs, and other officials, in an effort to obtain additional financial support for his regime.  Ricardo Menendez, Vice President for Planning and Knowledge, has claimed talks are aimed at developing infrastructure here, while Alejandro Grisanti, chief analyst at Barclay's Capital, indicates talks will center on renewing pending funding agreements based on oil deliveries and future payments. "We expect the disbursement of US$ 5 billion, which have been announced, but for reasons unknown have not yet been disbursed", he says. If Maduro manages to get a renewal of the Large Scale Fund, he could get an additional US$ 10 billion for 2015-2016. He has also visited Vietnam to seek larger trade. Crackers in Caracas

This month Venezuela’s currency, the bolívar, passed a melancholy milestone: its value on the black market is now a hundredth of what it is supposed to be at the main official exchange rate. The government insists that there are 6.3 bolívares to the dollar, but it will cost you 630 to buy one from a willing seller. As the country’s stock of hard currency shrinks and the central bank prints money to plug a huge budget deficit, the bolívar’s collapse is accelerating. It is worth a thousandth of what it was in 1999, when Hugo Chávez came to power. The country may be on the verge of hyperinflation. Most economists reckon that the inflation rate is already 120% a year (the central bank stopped publishing price data, so no one is sure). Some expect it to reach 200% by the end of 2015. The government uses a labyrinthine system of price and exchange controls to shield Venezuelans from soaring prices. But these make matters worse. Price ceilings have devastated local production; factories are operating at half-capacity and more than two-thirds of food is imported. Affordable goods are in short supply. The “spiral of inflation and poverty” will be resolved only when Maduro reforms the economy by reducing the deficit, overhauling the state-owned oil company and eventually dismantling exchange controls. With parliamentary elections due in December, and the government trailing in the polls, he is likely to balk at the short-term pain such measures would cause. He is caught between a left-wing faction, which thinks that the economy needs still more controls, and a military-based mafia that profits from arbitrage under the current rigged system. Bloomberg View: How Hugo Chavez trashed Latin America's richest economy

When Hugo Chavez first took office as Venezuela’s president in 1999, the country wasn’t exactly anybody’s economic model. Great oil riches had been squandered, repeatedly. Inflation was a recurrent problem -- it had topped 100% in 1996. The economy wasn’t growing much. Almost half the population was below the country’s poverty line. Still, Venezuela was Latin America’s most affluent country, thanks to all that oil. Its government finances were in tolerably good shape, also thanks to oil. Now, Venezuela’s economy is a disaster. The government stopped releasing regular economic statistics in December. The latest estimate from the Troubled Currencies Project run by Steve H. Hanke of the Cato Institute and Johns Hopkins, meanwhile, is that inflation is really 808%. Food shortages have become a problem, a debt default seems almost certain, and a complete economic collapse isn’t out of the question. Chavez began calling his approach governing "Socialism of the 21st Century." But it was more akin to what political scientist Terry Lynn Karl dubbed "petrolization" -- making the spending of oil money your government's main purpose, even after the oil money starts to run out. This has left the country in an impossible situation. Chavez isn’t around anymore, but this is clearly his crisis. He took a country that was muddling along, and put it on course to become a basket case. There are worse kinds of rulers than that -- those who massacre their own people or lead their nations into hopeless wars. But in terms of basic macroeconomic management Hugo Chavez has to go down as one of the most disastrous leaders the world has seen quite in a while. Maduro accuses Colombia of plotting his assassination with Santos' consent

President Nicolás Maduro has charged there are plans to assassinate him that have "the consent, the blind eye" of the Colombian government headed by Juan Manuel Santos. "They are attacking us from Bogotá, I have proof that I will show of how there is a campaign to kill me from Bogotá ... unfortunately with the consent and the blind eye of the Colombian government", he said during his tour of Vietnam. He added that President Santos "is allowing himself to be led by his advisors, he is losing his common sense". To date, Maduro has denounced 17 alleged assassination plots against himself. OAS turns down emergency meeting, as Venezuela insists on direct dialogue with Colombia

Colombia fell just one vote short of getting the OAS to call an emergency meeting of regional Foreign Ministers to discuss the border conflict between Venezuela and Colombia. 17 nations voted to call the meeting, 11 abstained, 5 voted against the initiative, and Dominica was absent. Roy Chaderton, Venezuelan President Maduro's envoy to the OAS, claimed during the meeting that Venezuela is open to direct dialogue with Colombia to solve border issues. UNASUR calls meeting of foreign ministers council at Colombia´s request

Former Colombian President Ernesto Samper, now Secretary General of the Union of South American Nations (UNASUR), says he is coordinating a meeting of foreign ministers, as requested by Colombia, to address the border crisis with Venezuela. 8,250 Colombians leave Venezuela due to border crisis

More than 8,250 Colombians have left Venezuela since the border crisis between the two countries began 10 days ago, with some deported and others going voluntarily, according to the latest figures from the Colombian government.
The border has been partially closed by the Venezuelan government for the past 10 days. Officials at the Colombian unified command post on the border told EFE that 1,097 people have been deported by Venezuela, while some 7,162 left the neighboring country out of fear of the tense situation. Meanwhile, at least 2,333 Colombians are staying in shelters set up to receive them. In the Colombian city of Cucuta, which connects with San Antonio in the Venezuelan state of Tachira, the government has concentrated most of the humanitarian aid for returning Colombians, who arrive with the few belongings they are able to carry in their race to leave Venezuela. Colombia to grant citizenship to Venezuelans with Colombian relatives

Colombian Minister of Foreign Affairs María Angela Holguín announced that the Colombian government will grant Colombian citizenship to Venezuelans who have been separated from their families as a result of deportations ordered by the Venezuelan government, or the voluntary return of Colombian migrants to their home country. "Venezuelans wanting to come living with their Colombian husbands, wives, or with relatives, will have access to the Colombian nationality," Holguín explained in the bordering city of Cúcuta, where there are thousands of Colombians that have been deported or have left Venezuela voluntarily. US offers to help Venezuela-Colombia 'Worsening humanitarian situation'

The Department of State has noted its continuing concern over the situation along the border between Venezuela and Colombia, expressed support for efforts by Colombia and Venezuela to resolve the dispute diplomatically, and welcomed initiatives to address the situation in appropriate multilateral fora. "We stand ready to work with both countries and other regional partners to find a peaceful, humane, and enduring solution. As we do so, we urge that special attention be paid to the worsening humanitarian situation along the frontier. We respect the importance of secure borders and safe and orderly migration. Venezuela calls European Union position on border conflict "hypocritical"

The Venezuelan government said the communiqué by the European Union (EU), which asserted that the order issued by the Venezuelan government to shut down the border between Colombia and Venezuela and the expulsion of thousands of Colombian immigrants jeopardizes the stability of the bordering region is "immoral and hypocritical".
"Venezuela rejects the immoral and hypocrite communiqué (...) conveying, with no grounds or evidence, serious accusations against our country in relation with the sovereign decision of adopting measures to fight Colombian paramilitary groups, drug trafficking, and systematic attacks on the Venezuelan economy," said the Venezuelan foreign office.

UN sends mission to analyze Guyana-Venezuela conflict as Venezuela fails to get CARICOM support

United Nations Secretary General, Ban Ki-moon, has dispatched a mission to Guyana in order to find a new mechanism to settle the Guyana-Venezuela border dispute. The mission was sent after Guyana formally indicated that after "25 years of the Good Offices Process, no solution to the border controversy had been found," hence, "it is time to invoke another means of settlement". The current government of Guyana has said that the border dispute on the land border established in 1899 by an arbitration tribunal should be settled at the International Criminal Court (ICC). Guyana's Foreign Minister Carl Greenidge says: "Venezuela recently went all over the Caribbean seeking support from CARICOM members, but did not get it...all member countries including its President Freundel Stuart, of Barbados, ratified deep and unflinching support for Guyana and its position". Prosecutor General formally charges Leopoldo López and imprisoned students

Venezuela's Prosecutor General's office has finally presented formal court charges against Leopoldo López and four imprisoned students, largely based on his Twitter account messages before and during the February 12th demonstration. Two of the students were charged with public instigation, collusion, arson and damages. Showing no evidence, the Prosecutor's office said the teenagers that damaged its headquarters received flammable material from the students. Dozens of Venezuelans shot by police amid crime crackdown

Concerns are rising over a recent crime-fighting initiative that aims to take back neighborhoods overrun by gangs. The program, officially rolled out in July as Operation Liberate the People, has already seen police shoot and kill more than 80 suspected criminals. There have been no reports of police injuries or deaths during the crackdown. Human rights groups accuse security forces of carrying out summary executions. But many here also say the government is right to take a more militarized approach to fighting crime. Venezuelans broadly support iron-fist policing. And it's the poor— those more likely to be caught in the crossfire— who most want to see greater use of force, according to national polls. President Nicolas Maduro has not spoken about the issue. National Assembly speaker Lieutenant Diosdado Cabello addressed concerns about police killings generally in July, saying opposition groups were trying to score points by undermining what he said was an effective approach. Venezuela has the world's second-highest murder rate, after Honduras, according to the United Nations. Virtually everyone here has been touched by violence, and a culture of impunity means most killings go unsolved. While police generally acknowledge when they kill someone, it is not always clear that the slaying was committed in self-defense. The U.N. Committee Against Torture has called on the country to investigate an emerging pattern of extrajudicial killings. On Monday, two international human rights groups, Human Rights Watch and Freedom House, expressed concern about the number of fatal shootings during this summer's pacification operations.
