PDVSA halting Colombia gas imports

State oil company PDVSA said it would not renew a contract to import gas from neighboring Colombia and would instead tap local production to supply its gas-deficient western region. The neighbors in 2007 inaugurated a 140-mile (225-km) natural gas pipeline with capacity to transport 150 million cubic feet per day of natural gas. The plan was for Venezuela to import gas from Colombia for four to seven years and then reverse the flow so that Venezuela would export gas as new projects came online. But PDVSA said in a statement "supply in the past months has been completely irregular, with frequent problems that have even at times turned off supplies altogether."  The current contract is for 50 million cubic feet per day from Colombia's ECOPETROL and oil and natural gas producer CHEVRON, but that supply fell to 20 million in the last month, the company added. PDVSA said it would next month put in service the Cardon IV block, located in the vast Rafael Urdaneta natural gas field in the Gulf of Maracaibo, to meet domestic gas demand. The block was given under license to Spanish oil major REPSOL and Italian oil company ENI. It is slated to reach production of 450 million cubic feet per day this year, PDVSA added. Cuba still gets oil from Venezuela

Cuba is still receiving around 90,000 BPD from Venezuela, along with other products, according to oil expert Jorge Piñón, of Austin University in Texas. US surpassing Saudis in oil output among world’s ‘tectonic’ energy shifts in 2014

An eventful 2014 in the world oil and gas markets was headlined by the US overtaking Saudi Arabia as the world’s biggest oil producer and surpassing Russia as the world’s largest producer of both oil and gas, BP PLC said in its 64th Statistical Review of World Energy released June 10.  The US last year recorded the largest oil output growth in the world at 1.6 million b/d, becoming the first country ever to increase production by at least 1 million b/d for 3 consecutive years. Venezuela to sell US$ 350 million to transport sector as parts scarcity bites

Venezuela announced it will sell US$ 350 million to the transport sector at a favorable rate of the country's currency system, amid growing frustration over lack of spare parts in the shortages-hit country. "I've ordered the Finance Minister and state currency board CENCOEX to next week auction US$ 350 million at SICAD for the transport sector," President Nicolas Maduro said in a televised broadcast, without providing details. Under the complex three-tiered currency control, the SICAD rate is currently equivalent to roughly 12 bolivars per U.S. dollar, a much more attractive rate than the black market's approximately 416 bolivars. The announcement comes as companies struggle to obtain hard currency to import parts under the 12-year-old currency system, especially as dollar sales are curtailed amid a deep recession. Venezuela draws another US$ 1.5 billion from IMF as reserves continue to plunge

According an unofficial source, Venezuela has called in another US% 1.5 billion from its special drawing rights with the International Monetary Fund (IMF). The previous withdrawal took place two weeks ago, and remaining funds are now approximately US$ 1.3 billion. Analysts believe the move is due to pressing import and debt service needs. Former Central Bank Chief Analyst José Guerra says "When reserves are withdrawn from the IMF something serious is going on. This means liquid reserves are running out. The government then decides to cash in one of its assets to finance expenses. But no country does this, not even Greece". Analyst Anabella Abadi of ODH says: "Last year they moved money from the Chinese Fund into reserves, as well as the gold swap and liquidating the Dominican Republic's debt to PETROCARIBE - but it is money that is spent very quickly".  International reserves are down from US$16.864 billion, a new low since 2003. After the most recent withdrawal from the IMF they could be down to around US$ 15 billion, which means cash available for imports and debt service would be below US$ 1 billion. Giordani says there is no control over the economy, calls it a "time bomb"

Former Chavez Planning Vice President Jorge Giordani, who held office for 13 years up to a year ago, says there is no economic model in Venezuela today, no "direction" or leadership in an economy that is undergoing a "serious distortion". "There is no direction here, they are playing it by ear", he says, adding "it is a time bomb" due to many reasons, among them "lack of leadership". OAS Secretary General offers to observe Venezuelan legislative elections

OAS Secretary General Luis Almagro has announced that the organization is willing to send technical elections observers to Venezuela, as requested by the opposition umbrella group Unified Democratic Conference (MUD), if the government of Nicolas Maduro accepts. "We will be inflexible concerning respect for human rights and democracy, there will be no double standards," he added. The Executive Secretary of the MUD, Jesús Torrealba, applauded the proposal of the head of the OAS. Gonzalez termss the situation in Venezuela a "catastrophe", says Maduro is a hindrance to Castro

Former Spanish President Felipe Gonzalez departed Venezuela aboard a Colombian Air Force aircraft sent by President Juan Manuel Santos, after being denied permission to see imprisoned opposition leaders Leopoldo López and Daniel Ceballos. His visit is proving that the dictatorial nature of Venezuelan President Nicolás Maduro, who heaped insults on the Spanish statesman and called in the Colombian Ambassador for an explanation. González said afterwards that Maduro "is the one responsible for the destruction of Venezuela", and thanked him because due to his "clumsiness" he has made his mission have "a great repercussion everywhere". He says he left Caracas "seriously worried and sad" because if it "a country in the process of destruction, and Nicolás Maduro is responsible for the catastrophe in personal safety, the social crisis and in basis freedoms". EU-CELAC Summit declaration includes indirect reference to US sanctions against Venezuela

The countries of the European Union (EU) and the Community of Latin American and Caribbean States (CELAC) reached an agreement to include an indirect mention of the sanctions imposed by the United States on Venezuelan officials in the final declaration of the EU-CELAC Summit, which reads: "unilateral coercive measures that have extraterritorial effects that are contrary to international law". Jailed former mayor ends hunger strike in Venezuela

A former Venezuelan mayor jailed last year for his role in anti-government protests has ended a 20-day hunger strike that supporters said had weakened him and triggered kidney pain. Daniel Ceballos, formerly mayor of the opposition hotbed of San Cristobal in western Venezuela, had stopped eating to demand the release of jailed politicians and that the government set a date for this year's parliamentary elections. Hours afterwards, Venezuelan government ombudsman Tarek William Saab announced that Ceballos was being transferred to a new place of detention in Caracas. Fellow jailed hardline opposition leader Leopoldo Lopez started a partial hunger strike 18 days ago. It was not immediately clear if he too would resume eating. Some moderates in the opposition have criticized the high-profile hunger strikes as distractions from this year's key elections and Venezuela's day-to-day problems, which include shortages of everything from medicines to milk, severe crime rates, and soaring inflation that gobbles up purchasing power. Venezuela threatening energy exploration in Guyana, UN mediation sought

Venezuela has unilaterally extended its maritime boundary with Guyana by presidential decree. The order led Guyana to announce June 8 that it would summon Venezuela's ambassador to Guyana to explain the measure. Venezuela's decision to lay claim to additional Guyanese territory could have the added effect of delaying future energy exploration in Guyanese offshore blocks. While Venezuela's presidential order is only recognized under Venezuelan law, it could complicate Guyanese efforts to attract foreign energy firms to explore and develop the country's offshore resources. By extending the Atlantic Maritime Integral Defense Zone to Guyanese waters, Caracas is now empowered to conduct military operations within that defense zone. Venezuelan military vessels could then, in theory, sail into these disputed waters, and some foreign firms will be dissuaded from further operations in the area, prolonging additional exploration and development of the offshore energy resources claimed by Venezuela. However, the possibility that Venezuela will intervene to reinforce its claim cannot be completely ruled out. With the Venezuelan government facing crucial parliamentary elections later in 2015 amid a deepening economic crisis and the government's crumbling popularity, exerting claims to Guyanese territory could boost the ruling party's approval ratings. Venezuela had demanded that Guyana halt oil exploration being carried out by Exxon Mobil Corp in disputed offshore territory in an escalation of a long-running border dispute. Guyana’s Independent Party has asked its government to declare Venezuela’s Ambassador persona non grata, a diplomatic step towards expulsion; and a group of Guyanese people protested outside the Venezuelan Embassy against Nicolás Maduro’s decree. 23% fewer imports this year according to official sources
The National Statistics Institute (INE) shows U$D 9.210 billion imports during Q1 2014, which is 23% lower than the same period in 2013 and the lowest level since 2010. Public sector imports dropped by 6.2%, and private sector imports fell dramatically by 31.5%. Import levels at Puerto Cabello down by half
Damiano Del Vescovo, President of FEDECÁMARAS Carabobo says there is a lower influx of ships bearing end products to Puerto Cabello. “55% is imported by the government which is granting almost exclusive priority to raw  material for food production...around 70% of the nation's total consumption is imported, but average dock occupancy over the past few months is 52%-60%, which proves a drop in imports”. Airfares will remain at SICAD 1 (VEB 10/U$D 1)
Air and Aquatic Transport Minister General Luis Graterol has confirmed that the reference value for purchasing international airline tickets will remain the rate established by the SICAD 1 system (VEB 10/U$D 1). American Airlines has reduced flight frequencies
American Airlines has brought down weekly flights for Venezuela from 48 to 10. Most oil shipments from Venezuela headed for Asia in 2013, with China and India on the lead, thus displacing the United States to second place. In its 2013 Management Report PDVSA reports exports of oil and byproducts to Asia soared 9.8%, from 1 million bpd in 2012 to 924,000 bpd in 2013. The number includes 726,000 bpd of oil (10.3% up versus 2012) and 289,000 bpd of byproducts (8.6% up versus 2012) sent from Venezuela to Asia. Maduro brings in former "Ché" Guevara aide as advisor on economic policy
Cuba's Orlando Borrego has been named a member of the commission designated by President Nicolas Maduro to carry out a restructuring of the government and government agencies. The group will be led by Executive Vice President Jorge Arreaza and Planning Minister Ricardo Menendez. Maduro says Borrego - who was part of "Che" Guevara´s team in Cuba - will help bring about "a total and deep revolution within public administration: A revolution within the revolution!". SPECIAL REPORT: The Giordani legacy
Prominent economist Leonardo Vera writes that in his controversial letter to President Maduro, former Planning Minister Jorge Giordani claims he is under an obligation to render an accounting to the nation, but does nothing of the sort.  Vera signals the main points absent from the letter by the longest lasting and most powerful minister within the Chavez entourage:
  • "Planning": Venezuela's development plans over the past 15 years are no more than a wish list, a slew of slogans without a trace of technical support.
  • Waste: FONDEN - the National Development Fund was created to bypass funds from the budget and international reserves and use them at the regime's discretion, with no transparency whatsoever. Under Giordani it became a black hole that devoured U$D 116 billion and has left behind a number of unfinished projects and weapons purchases.
  • Indebtedness and corruption: Venezuela received loans up to U$D 40 billion through agreements negotiated by Giordani with China, again with no accounting. It is only known that U$D 10 billion were used to buy consumer goods in China. The Planning Ministry reports that U$D 4.055 billion from the Chinese fund were used for 52 agricultural projects, U$D 3.814 billion for 20 transport projects, and U$D 2.192 billion for industrial projects - three areas that are now bankrupt. What we do know is that U$D 84 million were embezzled through the BANDES development bank.
  • Reserves: By the end of 2011 liquid reserved had disappeared
  • Recession: Venezuela has suffered 3 recessions over the past 15 years and is heading for a new episode, which Giordani explains in his letter stating that when Venezuela's crude oil exports dropped by almost U$D 35 billion in 2009 "spending was adjusted to oil income". He thus managed the economy for 15 years, expanding spending when oil income rose and contracting when it was lower. This explains greater impact and extreme macroeconomic volatility undergone here for years.
  • Exchange controls: The worst policy imposed by Giordani's Planning Ministry was to anchor the foreign exchange rate against all odds. Fixing the exchange rate for a long time amid two digit inflation is criminal within any economy. With this policy, Venezuela buried its domestic productive sector, erasing competitiveness and relying on artificially cheapened imports. Non-oil exports have collapsed, leaving the nation at the mercy of oil income.
  • Capital flight: The control regime has become corrupted. In the end, exchange controls have been useless: ECLAC reports that between 2004 and 2013 the net transfer of Venezuelan funds abroad was U$D 234 billion.
  • Devaluation: For the past 15 years Venezuela has undergone 8 maxi-devaluations and inflation reigns. What asset base, income or salary can withstand such an onslaught?
  • Price controls: The Planning Ministry established price controls on over 20,000 items or products leading to lower production and the disappearance of products from usual networks - and sold at astounding prices on the street.
  • War on private enterprise: The regime's war on private enterprise stems from the belief that Venezuelan businessmen are "parasitic agents" that must be replaced by a new productive ethic, which Giordani imbedded into the so-called First Socialist National Plan 2007-2013. The constant offensive against the private sector has ended up in broken industries and a stagnant non-oil sector.
  • War on local government: By underestimating the price of oil within the formal national annual budget and thus strangling financial resources for state and municipal government, the Planning Ministry led the charge against local government that has resulted in ghost towns and cities, streets filled with holes and garbage, abandoned parks, broken sidewalks, no public lighting, recreation or joy. Capriles charges the regime's "model" has failed
Miranda Governor Henrique Capriles says the national "model" promoted by the regime has failed. "It's not possible that Venezuela has so much oil and there are communities that do not receive a drop of water. Arrest warrants issued against opposition leaders, Cabello reveals names
Prosecutor General Luisa Ortega says arrest warrants will be issued for persons involved in alleged assassination plans against President Maduro. She said "we cannot provide names for the moment because if the person knows he will probably flee. But National Assembly President Captain Diosdado Cabello went on television to identify former presidential candidate Henrique Salas Romer and lawyer Gustavo Tarre Briceño, a former legislator, as those to be arrested. Opposition leader López to face trial on July 23
Opposition leader Leopoldo López, founder of opposition Voluntad Popular (People's Will) party is to face trial on July 23 after being charged with public instigation. The information was released by judicial sources that reported the case will be heard by Judge Susana Barreiros, who issued on Wednesday the notice to the parties. Two opposition leaders released after 99 days in prison
Members of opposition Primero Justicia (Justice First) party, Hernando Garzón and his wife, Sandra Flores, were released on Wednesday after 99 days held in custody.  Following a preliminary hearing lasting one hour, the dissenters were ordered to appear in court every other week and banned from traveling abroad and taking part in violent protests. After his release, Hernando Garzón expressed his solidarity to the relatives of individuals held in prison. "I am fully aware of the Venezuelan injustice," he said. 2,464 violent deaths in Caracas in six months
Up to 2,464 violent deaths were recorded in Caracas from January 1 - June 30, according to non-official figures on the number of bodies taken to the morgue in Caracas. Some 80% of the deaths were the result of murders, and the other 20% were suicides, car accidents, and other causes yet to be determined. So far this year, the lowest death toll was reported in June, with 379 bodies. Heavy load carriers say the drop in private imports, along with scarce spare parts, is hitting their trade heavily. José Petit, of the Puerto Cabello Container Cargo Association (ASOTRACONTAINER) says private imports have dropped by 80% so far this year. Chemical industry may come to a standstill
Andrés Pérez, President of the Carabobo State Industrial Chamber, says the next industries to come to a halt in that region are those that produce chemical products such as resins, pigments, paint and adhesives. Polyurethane producing industries could also suffer the consequences. Polyurethane is used for the production of shoe soles, hoses, rubber for automobile parts, and mattresses. POLAR Food Division could be the next to shut down
POLAR's food division is working with remaining inventories and if they do not receive supplies they could be the next to shut down, according to Jhonny Magdaleno, of POLAR's Metal-graphic plant union. He said production has continued because the government made a partial payment to Brazil, but supplies from Germany will not arrive because purveyors have not been paid. José Ruiz, Secretary General of the POLAR Packaging Union says material for packing and aluminum lids are all imported. BARCLAY'S: "Venezuela is facing economic collapse"
A report by BARCLAYS Capital says "the nation is facing economic collapse" as the government has lost the notion of urgency for economic reforms. It says FOREX continues to be scarce, along with currency devaluation and inflation, and now estimates economic growth to be -2.9%. Ramírez claims Venezuela holds solid international reserves
Economic Affairs Vice President Rafael Ramírez claims the government has enough international reserves to meet debt obligations, imports and guarantee funds for social spending. "Contrary to media reports, Venezuela has maintained a perfectly manageable debt average, under 4% of income", he said in a press release, and added they would be soon reinforced by funds from the National Development Fund and the Chinese Fund. Construction has dropped steadily over the last 17 quarters, says Construction Chamber head Jaime Gómez. Tourists must now prove legal purchase of bolivars
Foreign tourists who travel to Venezuela will be required to demonstrate that they obtained their local currency legally as the government seeks to clamp down on the black market. Maduro fires Planning Minister Giordani, more devaluation predicted
In a move Bank of America Corp. says is a prelude to further devaluation, beleaguered President Nicolas Maduro has replaced long-time economic Planning Minister Jorge Giordani with Ricardo Menendez, a geographer and urban planner who is a former Minister of Industry. Giordani, a hard line Communist, masterminded the rigid system of price and exchange controls in place since 2003. "Unfortunately, Giordani's Marxist policies destroyed Venezuela's economy, but the destruction was only revealed after oil prices stopped their meteoric rise in the years before Chavez died," said Russ Dallen, head of Venezuela investment bank Caracas Capital Markets. “Giordani’s exit confirms the radical wing in the government has lost influence over economic policy,” says Bank of America’s Francisco Rodriguez, who adds that this increases the chances of a faster devaluation of the bolivar. Former opposition Presidential candidate Henrique Capriles says "ministers can change, but the model continues to be non-viable"; and Dallen adds: "Although getting rid of some of the more extreme Marxists is positive, it is like reorganizing the chairs on the deck of the Titanic." Economists say his ouster was designed to shore up an embattled president and give more influence over economic matters to the country's powerful energy minister and VP for Economic Affairs, Rafael Ramirez, and the military. Giordani's critical reaction to firing draws "traitor" charge by Maduro
In a highly publicized open letter, deposed Minister Jorge Giordani says Maduro "does not transmit leadership and there is a sense of a power vacuum in the President's office". He accused the President of out-of-control spending, saying Maduro is “giving out massive resources to everyone who is asking for them without a fiscal program based on socialist planning”. But he also admits public spending reached extreme heights during the 2012 campaign to reelect Hugo Chavez. Giordani claims private sector pressure "seems to be leading to reinstalling capitalist financial mechanisms", in an apparent reference changes in FOREX policies; and blasts the "independence of PDVSA from central control". Metropolitan Caracas Mayor Antonio Ledezma termed the letter "an atomic bomb". Former legislator María Corina Machado called it "the best example of the regime's moral degradation". Former National Assembly President Fernando Soto Rojas, an orthodox Marxist, said "debating ideas cannot be stopped", but regretted the government PSUV party did not know of the letter before it was published. 60% consider Maduro's performance to be negative
A recent poll by Alfredo Keller & Associates shows 60% of those interviewed consider President Maduro's performance negative, 67% say the nation's situation is also negative, and 68% believe the economy has worsened. 71% disagree with the Fair Cost and Price Law which establishes that any business may be expropriated whenever the government wants to. María Corina Machado is banned from leaving Venezuela after Judge Adriana López (the same judge who remanded Leopoldo López) issued a travel ban following a request from the Attorney General’s Office. Although nothing is a surprise within “revolutionary justice,” the travel ban is odd since Machado has not even been summoned to testify in the investigation into the violent events of February 12 which is the case assigned to López. German national killed in shooting in Caracas
Two people were reported dead at the doors of EUROBUILDING hotel in Caracas. A German national was reported to have come out of an armored vehicle when the shooting between his bodyguards and a group of criminals started. The foreigner, identified as Cristophorns Wihem Deuts Keuter, ended dead. The other victim was an at large criminal who allegedly attempted to rob Keuter and ended up confronting several bodyguards who were at the parking lot.
