Economic adjustments on hold
President Hugo Chávez's announcement about another surgery and hint about his possible disability not only changes the political scene, but also economic prospects. Experts had considered devaluation imminent in view of the significant fiscal deficit and pressure on foreign exchange, but now the situation is again unclear. Chavez appealed to Venezuelans to elect Vice President and Foreign Minister Nicolás Maduro should he become absent, which would bring on another election and continued manipulation of the economy. Venezuelan bonds rally, CDS fall on Chavez successor news
Venezuelan dollar bonds rallied sharply on Monday and debt insurance costs tumbled after the nomination of a successor by ailing President Hugo Chavez raised the prospect of his departure from office after 14 years in power. Venezuelan yield spreads over U.S. Treasuries fell 56 basis points to 758 bps, the narrowest since August 2008, on JP Morgan's EMBI Global index. The most-traded 2027 dollar bond jumped 2.3 cents on the dollar to 101.092. Chavez stunned Venezuela at the weekend with an announcement he had suffered a setback in his long-term battle with cancer and named Vice President and Foreign Minister Nicolas Maduro to take over, should he become incapacitated.
"This is the first time Chavez has been forthcoming on any kind of succession arrangement. With that, expectations are mounting that the Chavez ... rule will be coming to an end in the foreseeable future," said Stuart Culverhouse, head of research at Exotic brokerage in London. Pre-cooked corn flour, sugar, chicken and oil have been missing from market shelves for almost two weeks. Supermarket a personnel explains that providers are delivering fewer quantities and those customers “must get in line and run to get the items.” Street vendors said they overcharge the staples because they must pay more for the products. A drop in operative international reserves forced the government to repatriate gold –a non-operative reserve- betting on the increase in the price of the metal, in order to later sell it due to a decline of liquid reserves, says economist Francisco Ibarra, who relies on studies that show the Central Bank’s monetary funds are at minimum levels. Oil exports averaged U$D 97.72/bbl. this week, up U$F 0.62/bbl. from last week (U$D 97.10/bbl.), says the Ministry of Oil and Mining. This year’s average to-date is U$D 103.82/bbl., more than twice the U$D 50/bbl used to estimate the 2012 budget. Venezuela’s formal entry into MERCOSUR took place during the bloc's presidential summit in Brasilia. The protocol that was signed by President Chávez and the presidents of Argentina, Brazil, Paraguay and Uruguay in Caracas in 2006 was published in the Official Daily of the Union. Chavez back to Cuba for cancer treatment
President Hugo Chavez left for Cuba early on Monday for another round of cancer surgery, two days after he said tests showed "malignant cells" had appeared in the same part of the body where he had earlier undergone operations. Information Minister Ernesto Villegas said Chavez's Havana-bound plane had left Caracas at about 1:30 a.m. (0600 GMT). On Saturday, Chavez said he would undergo another operation in the coming days. "Unfortunately, during these exhaustive exams they found some malignant cells in the same (pelvic) area" he said then. "It is absolutely necessary, absolutely essential, that I undergo a new surgical intervention." He enthusiastically said "always towards victory. Long live the homeland!," attempting to send a calming message to Venezuelans. As he left for Havana he made it clear he was not turning over the presidency, but simply delegating his powers. Maduro is acting head of State
The National Assembly has once again rejected the term "temporary absence" in reference to the absence of President Hugo Chávez, who returned to Cuba to undergo cancer treatment. However, both the manner in which the leader spoke of trip to Cuba and the fact that he appointed Vice-President Nicolás Maduro as his political successor clearly indicate he has handed over all his powers. José Peña Solís, a former member of the Venezuelan Supreme Court says" "This time it is different from what has happened before. The president considered a scenario in which he may end up being physically or mentally unable to be in office. Thus, this time there are more reasons to believe that the Presidency is vacant and, therefore, Vice-President Maduro must fill that position". Chávez took the first step towards his substitution, according to DATANÁLISIS President Luis Vicente León, who says Chavez did just what he ought to do. "I believe his message was clear and accurate. That is the first step towards his substitution," León remarked and added that by doing so Chávez staves off division within the revolutionary ranks. Everything set for Sunday regional elections
Carlos Quintero, Director of information technology of the National Electoral Council, has announced that "all technical, logistic and operational elements are ready" for regional elections December 16. Devaluation inevitable
Ricardo Sanguino, the chairman of the Finance Committee, says there are no plans to make changes in the foreign exchange policy for 2013. However, a number of economists say that the government will be forced to devalue the bolivar in order to cope with the fiscal deficit, which some estimate could reach 19% of GDP by year-end. Imports drop 6.57%
Data from the Foreign Exchange Administration Commission (CADIVI) shows that import permits, not counting operations through ALADI and the Sucre, have plunged 6.57%. Such limitations have had a negative impact on companies that depend on foreign currency to import raw materials and equipment for domestic output. For products regulated by the National Superintendent for Fair Costs and Prices (SUNDECOP), delays can remain for as many as 250 days. Government plans to build housing units on 60,000 hectares
The government plans to acquire up to 60,000 hectares of land in order to meet goals set within the "Great Housing Mission - Venezuela," says Ricardo Molina, Minister of Housing and Habitat. The official explained that, so far, the government has 13,000 hectares of land, where 260,000 dwellings have been built since mid-April. ELECAR bonds due in 2018 rally most since March
Bonds sold by state-owned utility Electricidad de Caracas rallied, pushing yields down the most since March 19, as investors sought the highest yield in Venezuela. Yields on the 8.5% bonds due in 2018 fell 53 basis points, or 0.53 percentage point, to 14.76% at 3:19 p.m. in Caracas, according to data compiled by Bloomberg. The bond’s price rose 1.64 cent to 77.04 cents on the dollar. “ELECAR offers the highest yield in Venezuela and is the farthest outlier on the Venezuela curve at over 14 percent,” says Russ Dallen, the head bond trader at Caracas Capital Markets in Miami. PDVSA expects total oil output at 3.13 mln bpd
State oil company PDVSA expects a total oil output at 3.13 million barrels per day (BPD) in 2012, according to Fadi Kabboul, executive director, corporate planning. The company's total oil output in the previous year was 2.975 million bpd. BAUXILUM again turns to GLENCORE for support
Swiss multinational GLENCORE may again come to the rescue of state owned CVB BAUXILIM, which now expects to receive U$D 31.6 million following their decision to establish an addenda to their standing contract or future alumina sales, which currently calls for them to supply GLENCORE with 1 million 400 of alumina through 2018. Industry directors were forced to do so due to lack of resources that has led to a drop in production. SIDOR has had no exports for 4 months

Chavez should prepare for succession: Lula
According to former two-time Brazilian President Luiz Inacio Lula da Silva, Venezuela's newly re-elected president, Hugo Chavez, should start preparing to hand over powe. Lula made the statement in a newspaper interview published Thursday. Chavez, who says he has fully recovered from cancer, beat opposition challenger Henrique Capriles by 11 percentage points on October 7, giving him a third term. "There was an election in Venezuela, where two people ran, and I thought Chavez would be best for Venezuela. I also think that comrade Chavez should start preparing his succession," Lula, a close Chavez ally, was quoted as telling Argentine daily La Nacion. Venezuela reverses credentials of Paraguayan diplomats "in reciprocity"
The Venezuelan government reversed the "credentials and visas" of the Paraguayan diplomatic staff in reciprocity for the departure of Venezuelan diplomats from Paraguay, according to a source in the Venezuelan Foreign Office.

9,357 nominations for regional elections
The National Elections Board (CNE) has received 9,357 nominations of candidates running for governor and state assemblymen in the upcoming December 16th elections. 135 nominees were registered as candidates for 23 Governnorships. NGO Director: no fraud, but "electoral corruption" on October 7
"There was no fraud on October 7, but electoral corruption by military officers," says Rocio San Miguel, Director of the Control Ciudadano NGO. She says that a document leaked by the Ministry of Defense shows tasks performed by National Guard officers in mobilizing the pro-government activists on Election Day, and includes testimony from grassroots activists, drivers, and motorcycle riders which should provide sufficient grounds for the Attorney General to conduct an inquiry into the matter.
